Environmental Collaboration Office (ECO)

The City of Milwaukee's Environmental Collaboration Office (ECO) strives to make Milwaukee a world class eco-city. ECO develops practical solutions that improve people's lives, the economy, and the environment. With a relatively small staff, ECO has an outsized impact through effective collaborations with the community.

The Environmental Sustainability Program Coordinator-Green Jobs Coordinator coordinates the workforce activities of a $12M urban forestry grant and coordinates workforce components on all ECO projects in coordination with Employ Milwaukee and the Office of Equity and Inclusion (OEI).


Purpose

The Environmental Sustainability Program Coordinator-Green Jobs Coordinator works with the Environmental Sustainability Director, OEI, Employ Milwaukee, and local training providers to ensure that new federal and local investments in forestry, energy efficiency, renewable energy, green infrastructure, and related projects lead to the creation of good-paying jobs for Milwaukee residents.

The Environmental Sustainability Program Coordinator-Green Jobs Coordinator coordinates ECO's efforts to expand green jobs using strategies outlined in the Green Jobs Accelerator. The Green Jobs Accelerator builds excitement for green jobs and careers, clarifies training pathways, builds skills through subsidized training, identifies transitional jobs with career ladders, identifies community benefits agreements for public projects, and promotes small business development business development.

NOTE: The Environmental Sustainability Program Coordinator position is part of a promotional series. Depending upon future ECO vacancies, an Environmental Sustainability Program Coordinator who performs successfully may be considered for promotion to an Environmental Sustainability Program Manager position.

Essential Functions

Community Outreach and Project Management Related to Green Jobs:

  • Work with the Forestry Services Section of the Department of Public Works (DPW) Operations Division on the U.S. Department of Agriculture (USDA) Forestry grant to identify training standards and work with non-profit based organizations to provide training and facilitate the transition between entry-level forestry jobs and apprenticeships with community-based organizations (CBOs) to higher-skill arborist positions within DPW or its private sector contractors.
  • Foster connections between private-sector contractors and the City of Milwaukee's and Milwaukee Metropolitan Sewerage District's (MMSD's) green programs and connect them to interested workers through career fairs, DirectConnectMKE, and other methods.
  • Draft and oversee community benefits agreements (CBAs) on applicable ECO grant applications and awarded grant programs, including performing contract compliance work related to these grants, other ECO programs, "doing business as" businesses (DBAs), and the Residents Preference Program (RPP).
  • Serve as an industry advisor to Employ Milwaukee for applicable green jobs sectors.
  • Work with Milwaukee Public Schools (MPS), the Milwaukee Area Technical College (MATC), trades unions, and other training providers to build excitement about green jobs and boost enrollment in applicable training programs.

Administration:

  • Improve Milwaukee's existing green jobs website and ensure that it is properly connected to other job boards and initiatives.
  • Attend periodic and ad hoc staff meetings and Common Council meetings.
  • Perform interdivisional coordination administrative functions.

Conditions of Employment
  • The person in this role must be willing and able to perform light physical work, i.e., exerting up to 10 lbs. of force to lift and move objects, and is occasionally subject to outside environmental conditions.
Minimum Requirements

1. Bachelor's degree in liberal arts, environmental studies, human resources, or a closely-related field from an accredited college or university.

2. Two years of experience in workforce development, community outreach, and/or project management related to the essential functions above.

3. Valid driver's license at the time of appointment and throughout employment.

Equivalent combinations of education and professional experience may also be considered.

Desirable Qualifications

  • Experience in the public sector managing the planning, implementation, and evaluation of various programs or projects.
  • Master's degree in environmental studies, human resources, or a related field from an accredited college or university.

Current Salary

The current starting salary range (Pay Range 2IX) is $62,041-$86,854 annually, and the resident incentive starting salary for City of Milwaukee residents is $63,902-$89,460 annually. Appointment above the minimum is possible base upon level of experience and other qualifications and is subject to approval.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: an evaluation of education, experience and/or responses to supplemental questions; a written or performance test, a structured interview, or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to structured interviews and performance examinations. Structured interviews may include written exercises. Selection process component weights will be determined by further analysis of the job.

INITIAL FILING DATE - The selection process will be held as soon as practical after the date listed above. The funding source is a USDA Urban Forestry Grant, with sufficient funding through 12/31/2025. The grant to the City has been publicly announced, but the position will not be filled until after the City of Milwaukee receives an official award letter from the USDA. ECO has other pending grant proposals that, if awarded, could extend the work into future years.
