Annual Salary Range:  $94,764.80 $114,670.40

JOB SUMMARY: Responsible for supervising, managing, and leading the Subject Matter Expert unit, one of several units within the Architecture, Engineering, and Environmental Services (AE&ES) section of Milwaukee County, which is charged with the planning, design, construction, and project management of County capital improvement projects. The Principal Architect serves as Milwaukee County’s subject matter expert in the field of architecture and manages a team of subject matter experts in the fields of architecture, electrical engineering, mechanical engineering, and other building related disciplines. The Principal Architect manages projects and oversees and manages capital project portfolios of internal client departments such as the Zoo, Parks, or other departments and works to drive exceptional customer service and team performance.
 
JOB DUTIES:
  • Leadership and General Management of the Subject Matter Expert (SME) Unit - Lead and supervise the team of project managers, architects and engineers that make up the SME unit. Continuously improve the way the unit operates. Develop a culture of safety, inclusion and integrity that aligns with County values and improves outcomes. Be an engaged member of the DAS Facilities Management team. Represent Milwaukee County at Board Meetings, conferences, and in other official capacities.
  • Building System Expertise - Lead the SME unit in providing subject matter expertise in the fields of architecture and other building systems for Milwaukee County. Act as a subject matter expert in the field of architecture. Develop and set design, construction and operation and maintenance standards and guidance for Milwaukee County use. Provide quality assurance and quality control reviews of design plans and specifications. Provide service to facility managers to assist in issues as they arise and provide technical guidance, expert opinions, and recommendations on a solution. Work with client departments to develop project scopes and cost estimates.
  • Project Management - Manage projects and lead the SME unit in controlling all aspects of projects including scope, schedule, budget, and quality. Support and develop a culture of project management excellence. Coordinate with project stakeholders, client department partners, and local, state, and federal agencies. Prepare technical studies, reports, estimates, preliminary and final designs, hire consultants and let and execute construction contracts. Ensure compliance with Milwaukee County public works ordinances and other local, state, and federal requirements. Lead the handoff of completed projects to client department staff. Lead O&M training. Coordinate and ensure project closeout meets client and County requirements.
  • Client Department Program Management - Manage client department capital improvement programs. Oversee and support AE&ES project managers under program. Ensure accountability to program and client department requirements. Manage client and business sponsor relationships. Provide clear and transparent reporting to stakeholders. Collaborate with client departments to develop capital improvement programs, project scopes and budget estimates, and prepare capital budget requests. Support overall Milwaukee County project portfolio success. Work effectively in a matrix organization.
MINIMUM QUALIFICATIONS:
  • Resident of WI
  • Valid WI Drivers License
  • Bachelor’s Degree in Architecture with at least Five (5) years or more as an Architect or in Project Management
  • Supervisory or Project Management experience of at least Five (5) or more years 
License or Certifications: Registration as a licensed architect; Wisconsin registration as a licensed architect within six months and maintained during incumbency.
 
Knowledge, Skills, and Abilities:
  • Must have thorough knowledge of theories, principles, and practices of architecture. Familiarity with theories, principles, and practices of, structural, mechanical, electrical, and civil engineering and construction.
  • Ability to perform quality assurance on construction bid documents for a variety of public works projects.
  • Ability to prepare analytical engineering reports on complex public works projects.
  • Ability to effectively lead a team of professionals to deliver top quality customer service in a fast-paced environment.
