IT Applications Systems Analyst II/III (.Net MVC)

Position Type: Full-time, Non-Exempt (Hourly)

Department: Information Management Services Division (IMSD)

Compensation Range: See Posting

Job Summary: Position has advanced, specialized knowledge of software & systems components and applies knowledge and skills in problem solving, implementing configuration changes, including technical expertise in assigned systems. Analyzes, documents, installs, and maintains applications, software and systems. Provides technical support to lead a center of excellence solutions.

Knowledge, Skills and Abilities:

  • Knowledge of the theory, principles and practices of application, system and solutions configuration.
  • Knowledge of security principles and procedures.
  • Experience with SQL scripting, .NET framework and SQL Server, preferred
  • High level skill in both verbal and written communication.
  • Knowledge and understanding of the SDLC process and AGILE methodologies.

Job Responsibilities:

  • Hands on support for day to day usage of applications. Maintains a deep domain knowledge of the functionality of Milwaukee County Enterprise applications, technology and integrations. Provides technical support to IMSD staff.
  • Support IMSD activities to drive to a self-service reporting environment and single record of truth strategy. Work with end user communities to promote and ensure adoption of this strategy.
  • Working with the Business Analyst and the IMSD applications team co-ordinate upgrade activities. Ensure the communication, end user involvement deployment and testing activities required for the Milwaukee County application set. Primary point of contact with vendors.
  • Ensure that the County complies with regulatory requirement for Milwaukee County applications. Work with the Security manager to ensure all appropriate security measures are implemented and complied with.
  • Completes all administrative tasks required for the position, including time reporting and documentation.

IT Applications Systems Analyst III
$33.74 - $41.64

Knowledge, Skills & Abilities:

  • Advanced knowledge of the theory, principles and practices of application, system, security and solutions configuration.
  • High level skill in use of SQL scripting, .NET framework, Visual Studio, C#, VB, MVC, and SQL Server.
  • High level skill in both verbal and written communication.
  • Advanced knowledge and understanding of the SDLC process and AGILE methodologies

Job Responsibilities:

  1. Hands on support for day to day usage of applications. Maintains a deep domain knowledge of the functionality of Milwaukee County Enterprise applications, technology and integrations. Provides technical support to IMSD staff.

  2. Converts requirements into appropriate system configurations. Supports the planning, creation & implementation of interfaces & other integration as necessary. Primary support resource for applications. Primary for integration of County to enterprise systems.

  3. Ensures security, compliance and integrity of systems and data. Creates, implements, maintains and tests DR procedures for applications. Ensures Change control and support ticketing processes are executed by defined procedures.

  4. Practice strong personal management routines; effectively participates in the IMSD performance management process to drive goals & performance; Works effectively in a matrix environment & develop a culture of collaboration; Ensures IMSD reputation for solid delivery.

  5. Completes all administrative tasks required for the position, including time reporting and documentation. Provide supervision to other analysts and act as lead programmer within projects or maintenance related tasks. Assist management in developing polices & procedures.

  6. Ensure that the data resources support a strategy of data representing the single record of truth. Support BI and reporting initiatives to create an end user reporting environment. Use a data driven approach to drive process improvement for all supporting activities.

  7. Creates, maintains and upgrades. Existing and new software systems.

  8. Other related duties as assigned.

Minimum Qualifications

IT Applications Analyst II

Minimum Qualifications:

  • Bachelor's Degree in Information Technology, Engineering, Business or a closely related field.

  • Two (2) or more years of experience in applications, systems, and solutions.

  • Valid State of Wisconsin Driver's License.

IT Applications Analyst III

Minimum Qualifications:

  • Bachelor's Degree in Information Technology, Engineering, Business or a closely related field.

  • Five (5) or more years of experience in applications, systems, and solutions.

  • Valid State of Wisconsin Driver's License.

Special Instructions: This Original Examination is open to qualified internal and external candidates of the State of Wisconsin. The selection process will be job related and will consist of one or more of the following: education and experience evaluation; written, oral, or performance tests, or other assessment methods.
