Summary: The nature of this work is to provide instructional design services encompassing all phases of the ADDIE process while incorporating instructional principles, theories, concepts, and best practices into plans for training materials and products in support of the U.S. Army Medical Center of Excellence (MEDCoE) at Ft. Sam Houston, TX.

Job Description:

  • Conduct all levels of analysis to include but not limited to: needs assessment, business case analysis, task/job analysis, content analysis, gap analysis, media analysis, audience analysis, delivery analysis, etc.

  • Provide a comprehensive analysis report that summarizes research and substantiates
    recommendations.

  • Analysis tasks may require extensive research and the potential exists for offsite travel.

  • Analyze the course curriculum and working closely with the client to identify, revise and develop course material required using various instructional methodologies.

  • Performs detailed analysis, evaluation, and recommendations for improvements within the project to include optimization development, and/or maintenance efforts for mission critical challenges/issues.

  • Identify and design the best approach to meeting training requirements to include developing learning outcomes, learning objectives, student centered learning activities, assessment items/strategies, delivery strategies, etc.

  • Provide comprehensive course/product design documents to include course map, learning levels, lesson times, interactivity level, delivery method, resource requirements, and all other items required for effective development.

  • Develop new, complete distributed learning training products (interactive multimedia instruction, video, audio, job aids, etc.) that include: complete content that exactly meets the course objectives; learning activitiesat the appropriate interactivity level; assessment items that precisely measure the objective to include practical exercises, checks-on-learning, exams, etc.; media enhancements to include, narration, graphics, animations, etc.; and end-of-course surveys.

  • Modify/update existing distributed learning product design to include analysis provided from various sources and authored with diverse development tools such as Adobe Creative Suite, Flash, HTML, Articulate, Captivate, Storyline, Rise, Adobe Presenter, etc.

  • Research and gather data; develop plans, communications, briefings, and provide input to instructional design policies; load and maintain courseware files; coordinate repair options and decisions with proponents; repair/modify courseware; re-develop courseware that cannot be repaired; complete course academic; and test and validate products on target learning management system.

  • Perform a lead role in the implementation of training.

  • Present specific courseware modules using established guidelines from the client and in accordance with established instructional course design models.

  • Plan, coordinate, implement, and evaluate student education competencies. All tasks must be completed in accordance with government approved, unit specific processes and standards and Army-wide training development and support task standards in accordance with applicable TRADOC Regulations.

  • The work consists of a variety of processes to include decision-making, problem solving, priority setting (many of which must be carried on simultaneously), analyzing data, developing plans of action, evaluating results, and adapting various methods to course delivery of material and student completion rates.

  • Research of professional literature, doctrine, and training materials; evaluation of existing training products; analysis of target audience training requirements and desired learning outcomes; researching and authoring new training materials and products; and collaborating with Army relevant army experts and offices as necessary.

  • Analyze the course curriculum and working closely with the client to identify, revise and develop course material required using various instructional methodologies.

  • Conduct after action reviews and evaluations and implements recommendations based on student and client input.

  • Initiate, and/or develop product requirements from the project's inception to conclusion for complex to extremely complex programs, preferably within the educational field.

  • Provides strategic advice, technical guidance and expertise to the project manager and project team members.

  • Performs detailed analysis, evaluation, and recommendations for improvements within the project to include optimization development, and/or maintenance efforts for mission critical challenges/issues.

  • Consults to define need or problem; reviews studies and leads surveys to collect and analyze data to provide advice and recommend training/educational design solutions.

  • Perform a variety of writing tasks ensuring cohesiveness, clarity, flow, appropriate reading level, and compliance with Army and grammatical writing guidelines.

  • Provide project status reports recording milestone schedules, risks, and mitigation plans if
    applicable.

Preferred Qualifications:

  • Be able to read, write, and speak English fluently.

  • Possess excellent written and oral communication and presentation skills.

  • Be capable of learning and utilizing current and emerging military and commercial technology.

  • Be proficient with the Microsoft Office suite and incorporated programs to include Excel, PowerPoint, Word, Outlook, and Access and be able to troubleshoot basic computer hardware and software required for services being provided under each individual task order.

  • Areas of specializations: Doctors (All Medical Specialties) Level IV, Physician Assistants Level III, Nurses Levels II-III, Paramedics Levels I-II, Combat Medics Level I.

Required Qualifications:

  • Master's Degree in Education or related field (years of experience plus a Bachelor's
    Degree may qualify)

  • 10-15+ years of related experience required.

  • Design Thinking: Human Centered Design

  • Learner-centric design strategies

  • Strong analytical skills

  • Effective communication

  • Visualization skills

  • Experience with Instructing/Facilitating

  • Complex project Experience (Level 3-4)

  • Specialized knowledge within the Center of Excellence realm highly preferred

  • eLearning Experience

  • Curriculum development within a medical concentration

  • Technical experience with education delivery systems

  • Experience writing curriculum for the DoD recipient Center of Excellence audience.
