Special Note
This is a full-time, overtime eligible, project position on the Olympia and Tacoma campuses of The Evergreen State College. This project position is grant funded through June 30, 2025 and is dependent on continued funding. This position is exempt from Washington State Civil Service rules.
Position Purpose
This positions supports former foster care students and those experiencing homelessness or in danger of experiencing homelessness. Non-clinical case management includes identifying and coordinating a range of support for Evergreen students who are experiencing basic need barriers and working with these students individually to coordinate support. These barriers may include, but are not limited to, homelessness, food insecurity, and/or lack of access to basic needs. The position also works to assist each student in navigating the systems at Evergreen, including Academics, Registration, Financial Aid, and other areas that may support the student. The incumbent carries a caseload of approximately 50-100 students eligible for the Washington Student Achievement Council (WSAC) Supporting Students experiencing Homelessness (SSEH) grant services. This role assesses eligibility and works with the Evergreen Financial Aid office to distribute WSAC SSEH Housing subsidies. This role supports students at the Olympia and Tacoma campuses, the Campus Emergency Food distribution process, and other initiatives as needed.

This position is pivotal to the work of the Holistic Advising initiative on-campus and serves in a leadership role within Evergreen's CARE Team. The incumbent partners with community organizations, in addition to campus services and offices, such as Academic and Career Advising, TRIO Services, Student Activities, Residential and Dining Services, faculty, and others as needed.
Nature and Scope
This position reports to the Director of Title IX, Clery, and Student Rights and Responsibilities in the Student Engagement, Equity, and Support division. This is a cross-divisional role also supported by Title 3 and Center for Community Based Learning and Action (CCBLA).

The incumbent is part of the team addressing basic needs on the Evergreen and Tacoma campuses and serves in a leadership role. The position supports and assists the college's Basic Needs Center, which is supported by the CCBLA. Basic Needs Center support includes the Basic Needs Navigator, AmeriCorps positions, and student employees. This position works with the Basic Needs Navigator to oversee AmeriCorps and student positions and the Basic Needs Center as applicable.

This position facilitates the intake and referral process through individual appointments to determine eligibility, assess need for subsidies, and plan supports for students. The position refers students to appropriate supports and services and provides direct services and support (i.e., non-clinical case management) with a specific caseload of students to assist in navigating a variety of complex situations that affect a student's ability to function successfully. This position helps facilitate a student's access to, and appropriate use of, College and/or community services, including coordination with financial aid, grant funded subsides, and other resources.

This position is funded by a WSAC Supporting Students Experiencing Homelessness (SSEH) grant and is responsible for required reporting with support from Institutional Research, their supervisor, and grant overseer.
Essential Functions
  • Provide non-clinical case management for students experiencing homelessness, housing insecurity, and aging out of foster systems.
  • Support the Basic Needs Center work and the Campus Food distribution through staffing the Center in conjunction with the Navigator.
  • Assess eligibility and coordinate eligible student access to subsidies from the SSEH grant with Financial Aid partnership and other departments as applicable.
  • Create and maintain record keeping for students served, success measures, and budgeting.
  • Provide coordination of student referrals, including networking with local community partners.
  • Refine intake bookings processes using technology and best practices that improves student access to housing, food, and basic needs.
  • Outreach to eligible students who can use services provided, including Passport students.
  • Market outreach information to faculty and staff to refer students who need housing and other basic needs supports.
  • Provide general case management addressing the needs of students facing housing insecurity, homelessness, food insecurity, and other barriers that may impede a student's success.
  • Coordinate with the Basic Needs Center staff to oversee AmeriCorps and student positions and the Basic Needs Center as applicable.
  • Assist students to access College and/or community resources, including helping students connect with appropriate offices, generating referrals, and following up as needed with offices.
  • Use creative problem solving to work with students and their needs.
  • Participate in assessment and student survey processes with WSAC, HOPE Center, and others.
  • Commit to continuous program improvement and assessing the pilot project to share results.
  • Gather and document all data related to students served and work with supervisor for grant reporting for WSAC SSEH.
  • Plan, manage, and track budget for funds each quarter.
  • Provide crisis management and de-escalation techniques to distressed students when applicable.
  • Provide comprehensive support to each individual student, including follow-up care, creating plans for future success, and boundary setting.

  • Knowledge of housing barriers and familiarity with local community resources, community partners, and appropriate services and support networks for program participants.
  • Knowledge of general needs of college students, developmental stages, and risk factors for college student population including student debt and basic need challenges.
  • Skill in working with diverse and underserved populations and how intersectionality plays into barriers for success.
  • Knowledge and skill utilizing case management to meet student basic needs.
  • Skill in conducting campus outreach to reach eligible students.
  • Ability to work effectively with students and to respond to high-need situations.
  • Ability to work with distressed individuals in crisis, both immediately and in continued follow-up and support.
  • Ability to work with a variety of individuals in a higher education setting, while adhering to the mission of the institution.
  • Ability to create, organize, document, and maintain respectful intake and referral processes.
  • Ability to foster an atmosphere that is welcoming, inclusive, and demonstrates a professional commitment to promoting diversity and working respectively with all individuals, including students, faculty, staff, and the community at-large.
  • Communication skills to listen, speak, and write effectively about sensitive subjects, including interviewing skills to elicit and synthesize information and refer to resources.
  • Ability to collaborate across college and community stakeholders to co-create referrals.
  • Critical thinking and applied problem-solving skills to address complex and sensitive situations.
  • Extensive skill in using computer applications, such as information systems/databases, Office 365 (Word, Excel, Outlook, SharePoint, etc.), and other related computer applications.
  • Ability to prioritize daily work, handle competing demands, and meet deadlines, including grant reporting.
  • Ability to boundary set and have constructive conversations with individuals.
  • Ability to maintain professional and legal confidentiality, with an understanding of FERPA.
  • Understanding of The Evergreen State College learning and teaching model.
  • Ability to work in person at the Olympia and Tacoma campuses.
  • Ability to work a flexible schedule, including occasional evenings, weekends, and holidays.
Minimum Qualifications
  • Bachelor's degree in social work, social services, counseling, education, or similar field.
  • Two years of administrative experience in human services or student support services.
  • One year of professional experience addressing student basic needs and/or case management work in the context of K12 or higher education and public service.
Desired Qualifications
  • Master's degree in social work or related graduate degree.
  • Experience working in a student support or teaching role in a higher education setting.
Conditions of Employment
  • Must provide proof of identity and employment eligibility within three days of beginning work.
  • This position is part of a bargaining unit and covered by a collective bargaining agreement.
  • Prior to a new hire, a background check including criminal record history will be conducted. Information from the background check will not necessarily preclude employment but will be considered in determining the applicant's suitability and competence to perform in the position.

  • Must be able to travel between the Olympia and Tacoma campuses on a regular basis and work a flexible schedule, including occasional evenings, weekends, and holidays.
