Job Description

Summary:

This position reports to the South Division's Manager of Engineering & Construction and provides engineering expertise to ensure safe, reliable, and efficient operation, maintenance, and construction of natural gas and crude pipelines, compressor stations, pump stations, and related facilities.

Essential Duties and Responsibilities:

  • Manage multiple medium-sized projects or a reasonable number of large and significantly complex projects.
  • Develop and maintain project budgets, schedules, and associated resources for large and significantly complex projects.
  • Develop and maintain expertise in the application of engineering principles; remain current on changes in industry best practices.
  • Prepare engineering analysis for large and significantly complex projects to include preliminary design, engineering calculations, life cycle cost, and equipment selection.
  • Assure design specifications conform to the latest national and local codes, rules, regulations, and generally accepted good engineering practices.
  • Define quality requirements on engineering designs and projects.
  • Compile, manipulate, analyze, and interpret data taken from surveys or other sources; draw conclusions and identify trends.
  • Prepare, interpret, and evaluate complex schematics, drawings, layouts, and other visual aids; ensure design and documentation meets compliance codes.
  • Solve problems and develop solutions that call for original approach based on thorough and comprehensive research and technical expertise.
  • Assist in the identification, development, assignment, and prioritization of projects.
  • Improve and enhance planning techniques and standards through the application of subject matter expertise and knowledge.
  • Support company safety programs and initiatives by following EHS and Operations procedures and adhering to established design standards.
  • Support the preparation of annual Capital and O&M Budgets. Monitor budget and reports on variances.
  • Act in a liaison capacity with other departments, divisions, and organizations.
  • Ensure materials and material specifications meet company standards and industry codes for oil and gas industry.
  • Act as a representative of the company when communicating with regulatory bodies and government agencies.
  • Provide technical presentations to regulatory officials, appointed boards/commissions, the public, and staff.
  • Ensure all required projects permits and clearances are obtained prior to the start of construction.
  • Ensuring compliance with all applicable corporate, state, federal, API, and ASME standards, regulations, and procedures for design and construction.
  • Manage contractor bidding process in accordance with the company's contracting policies.
  • Ensure that complete and accurate project as-built documentation is submitted in accordance with the company's records management policy.
  • As needed, additional functions may be assigned to meet company's business needs.

Requirements:

Education and/or Experience, Knowledge, Skills, & Abilities

  • Graduate engineer with BS in Mechanical, Chemical, Civil, Electrical, or other related Engineering discipline.
  • Experience in pipeline operations, pipeline design, pipeline repair, and pipeline integrity issues such as corrosion control, pipeline assessment, and fitness for service evaluation
  • Working knowledge of pipeline codes and industry standards such as DOT Title 49 - Part 192 and195, OSHA, and API 1104
  • Basic computer skills and working knowledge of Microsoft Office
  • Candidate should exhibit a strong commitment to safety, operational, and environmental policies.
  • The Associate Engineer level requires a bachelor's degree and 0-3 years of relevant job-related experience.
  • The Engineer level requires a bachelor's degree and 3-6 years of relevant job-related experience.
  • The Sr. Engineer level requires a bachelor's degree and 6-10 years of relevant job-related experience.
  • The Staff Engineer level requires a bachelor's degree and 10+ years of relevant job-related experience.

Preferred Skills:

  • Knowledge of oil and natural gas gathering/processing/transmission/storage operations.
  • Knowledge of design and construction of gathering/processing/transmission/storage assets.
  • Knowledge of federal, state, and local rules, regulations, and codes that impact gathering/processing/transmission/storage/measurement/compression/pumping of oil and natural gas.
  • Knowledge of industry standards for safe, reliable, and cost-effective operation and maintenance of engineered systems and works requiring engineering supervision.
  • Ability to communicate effectively in speech and writing with employees at all levels throughout the organization.
  • Ability to represent the company in a professional manner with both private and public entities and officials.
  • Ability to cultivate relationships and partner with business and community contacts to achieve business results.
  • Ability to lead and collaborate across functions to improve business processes.
  • Ability to motivate self and others to accomplish tasks and achieve goals with minimal supervision.
  • Ability to identify solutions to problems with creativity and innovative thinking.

Job Requirements:

The Engineer is required to live within 45 minutes of the reporting location. Job duties are typically performed in an office. However, at times, project demands might require working outside in all types of inclement weather. Incumbent is required to carry a cell phone and is subject to callout 24-hours a day at any time for emergency response, 7 days a week and extended work-days and/or work-weeks. Ability to travel is required and may be extensive, at times. Candidate must have proven safe driving record and valid driver's license. The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.


Additional Requirements:

  • Ability to exert up to 50 pounds of force occasionally, and/or minimal amount of force frequently to lift, carry, push, pull, or otherwise move objects.
  • May be required to climb ladders, walkways, or scaffolds.
  • May be required to work at heights up to and exceeding thirty (30) feet and within below grade excavations.
  • Ability to operate a motor vehicle and travel long distances.
  • Required to possess or be able to obtain a TWIC card.
  • Visits to industrial/manufacturing settings, which may include exposure to various materials and chemicals, as well as, extreme temperature conditions and loud machinery, and require location-specific personal protective equipment (PPE).
  • Occasional overnight travel may be required.
  • Required to wear Personal Protective Equipment (PPE).
  • Ability to sit and view computer terminal for extended periods of time.
  • Ability to operate a computer, copy machine, calculator, telephone, and other miscellaneous office equipment.
