Job Description

The Indefinite Delivery/Indefinite Quantity (IDIQ) Program Manager (PM) provides support for SKFS' Depot On-Site Contract Augmentee Teams (DOCAT5) program support depot-level maintenance and related tasks for the Ogden Air Logistics Complex (OO-ALC), Utah and Continental United States (CONUS) Geographically Separated Units (GSUs) including: Aerospace Maintenance and Regeneration Group (AMARG) at Davis-Monthan Air Force Base (AFB), Arizona; Vandenberg AFB, California; Malmstrom AFB, Montana; Minot AFB, North Dakota; Randolph AFB, Texas; and FE Warren AFB, Wyoming, as outlined in this Statement of Work (SOW). Also included within the scope of DOCAT5 are the Oklahoma City Air Logistics Complex (OC-ALC) at Tinker AFB, Oklahoma; and Warner Robins Air Logistics Complex (WR-ALC) at Warner Robins AFB, Georgia. It is anticipated the IDIQ PM will be located at Hill AFB, Utah. IDIQ PM shall be the key individual responsible for the overall performance and execution of the basic DOCAT 5 contract and all Task Orders awarded under that Contract. The IDIQ PM shall serve as the focal point between Government program and contracting personnel, and SKFS' management regarding all contractual and operational issues and discrepancies and shall have the authority to make decisions regarding the execution of this contract and all task orders awarded. The IDIQ PM shall ensure full compliance with the terms and conditions of the contract, and that non-conforming contract services are corrected. The PM will oversee new program start-ups, manage other existing programs as assigned and exercise leadership over assigned initiatives. The PM acts as the primary liaison with the customer regarding contract execution and related requirements. Ensures the accomplishment of all performance, administrative, and reporting requirements. Responsible for overseeing the management, administration, and execution of assigned contract(s); leadership and direction of personnel on assigned contract(s); as well as strategic and tactical planning.

Program Management

  • Provide program management on assigned program including detailed transition plan preparation
  • Monitor and direct performance of all services to the customer and ensure cost, schedule, and programmatic objectives are met within budget and schedule constraints
  • Ensure work is performed properly to the complete satisfaction of the customer and per all contract requirements
  • Resolve customer complaints and/or disputes per contractual requirements or regulatory requirements
  • Act as primary interface between the company and the customer (normally through the Contracting Officer's Representative)
  • Lead coordination efforts with the customer and corporate headquarters personnel for contract modification reviews and implementation
  • Lead efforts to develop pricing for company-provided services on respective contracts
  • Ensure that program specific metrics are accurately reported
  • Conduct on-going and periodic assessments (including benchmarking against other organizations) of performance on all contract elements to identify areas of weakness to remedy and opportunities to pursue superior performance
  • Represent the company at Program Management Reviews, customer meetings, and other forums as necessary
  • Oversee the contract closeout process when all the terms and conditions have been met (if applicable)
  • Apprise the VP and other senior management on program status and provide advice on issue resolution
  • Travel in support of the program, customer, and company
  • Evaluate subcontractor performance (when applicable) and facilitate process improvement as necessary
  • Client/public facing including frequent interaction with customer, regulatory and subcontractor personnel
  • Resolve personnel disputes between employees per company policies.

Administration

  • Provide leadership and guidance to assigned team members including mentoring junior staff
  • Determine and initiate personnel and process improvement or corrective measures as necessary
  • Establish policies, procedures, and goals for successful program execution
  • Prepare and present reports and briefings as necessary
  • Implement and execute an effective Safety and Health Plan to ensure a safe workplace and minimize work- related injuries/illnesses and damage to property.
  • Implement/execute an appropriate Quality Management Plan.

Education

  • BS degree in a relevant discipline and fifteen (15) years' experience in Program or Project Management, including all aspects of project development and execution is preferred

Experience

  • A minimum of ten (10) years' experience in a technical program management or leadership role is highly desired.
  • Extensive knowledge of aircraft maintenance and experience with U.S. Air Force policies, programs, and field level operations is highly desired.
  • Five (5) to seven (7) years' experience managing Air Force Maintenance, Logistics or equivalent Task Orders is highly desired
  • Related work experience may be substituted for education requirements

License, Cert or Registration

  • Must have a current drivers' license.
  • Must have proof of U.S. citizenship or authorization to work in the U.S.
  • Must be able to obtain and retain a US Government security clearance.

Special knowledge, skills, & abilities

  • Must possess an excellent understanding of technical issues and be able to communicate them effectively verbally and in writing.
  • Must be able to draft professional quality correspondence, reports, briefings, and other communications.
  • Must be able to communicate effectively before groups of senior-level customers in the Department of Defense (DoD) and within the company.
  • Must be able to successfully perform advanced mathematical functions as required.
  • Must have demonstrable fluency with computers, software, and general office equipment.
  • Must demonstrate and be able to apply common sense when carrying out written or verbal instructions.
  • Must possess problem solving and analytical skills.
  • Must be able to multitask, prioritize daily work schedule so that production goals are met, and adapt to changing requirements.
