Job Description
Purpose
The Industrial Environmental Compliance Specialist III - Senior position plays a pivotal role within Teichert's construction materials Family of Companies in overseeing policies, procedures, and staffing, to ensure related industrial activities are in compliance with applicable Federal and State law and local zoning and ordinances, use permits, and related environmental regulations. The scope of expertise in this position includes hazardous materials and hazardous waste management, industrial and construction stormwater, discharge of industrial water to land, groundwater, drinking water, and air quality. The person filling this role will lead environmental audits, manage compliance projects and act as a liaison between the company and regulatory agencies. This position requires a broad understanding of environmental regulations and the ability to apply this knowledge to real-world industrial operations. This position requires a leadership role in maintaining environmental permits and obligations as well as taking lead on applications for new permits and obligations. This position is responsible for certain Federal, State and local required environmental reporting related to environmental regulations and permits. This position will utilize and manage third party contractors and legal support when appropriate. This position reports to the Director of Sustainability and Environmental Manager and does not supervise any employees.

Focus & Scope
Essential duties and responsibilities, i.e. those which are basic, necessary, and an integral part of the job, are indicated below:
  1. Ensure compliance with all applicable environmental regulations and permits necessary for the operation of sand and gravel mining and processing sites, asphalt plants, ready-mix plants, portable recycle, and any other related operations.
  2. Lead the development and implementation of in-house strategic environmental compliance plans and initiatives.
  3. Provide expert guidance to management and operations staff on complex compliance issues and regulatory changes.
  4. Demonstrate strong and effective communication to work collaboratively with environmental regulators, colleagues, management, and plant staff to ensure environmental compliance.
  5. Represent the company in official activities and discussions with regulatory agencies and other external parties.
  6. Perform environmental compliance audits at various plant and facility sites to ensure environmental conformity with local, state and federal law, regulation, ordinances and all applicable facility permits.
  7. Analyze and report on environmental performance to senior management, suggesting improvements and strategies to enhance compliance and reduce environmental impact.
  8. Obtain new permits, as needed, through the proper regulatory agencies.
  9. Mentor and develop junior environmental compliance staff
  10. Complete monthly, quarterly and annual reports for local, as required, for State and Federal regulatory agencies such as the Environmental Protection Agency (EPA), CA State Water Boards, California Air Resources Control Board (CARB), Nevada Department of Environmental Protection (NDEP), Certified Unified Program Agencies (CUPAs), air districts, Counties, etc.
  11. Oversee, manage and maintain applicable data, sampling and reporting related to:
    1. Health Risk Assessments (HRAs), Health Prioritization Scoring related to California AB-2588 (Hot Spots) and California Toxics Reporting (CTR) regulations.
    2. CARB on-road (TRUKRS), off-road (DOORS), portable (PERP), and large spark ignited (LSI) regulations.
    3. California Environmental Reporting System (CERS) for each of Teichert's relevant facilities.
    4. Spill Prevention, Control and Countermeasure (SPCC) plans.
    5. Stormwater Pollution Prevention Plans (SWPPPs) related to Industrial General Stormwater Permit (IGP) through the California Stormwater Multiple Application and Report Tracking System (SMARTS).
    6. Waste Discharge to Land Requirements (WDR) and Monitoring and Reporting Programs (MRPs) related to applicable industrial wastewater management as defined by California Water Code section 13267.
    7. Groundwater use covered under the California Sustainable Groundwater Management Act (SGMA) and any related and applicable Groundwater Sustainability Plans (GSPs).
  12. Develop, collaborate, and deliver required training to applicable Company personnel related to the above.
  13. Maintain Teichert's environmental permits and related data within Teichert's electronic filing system to manage current and past environmental permits and related records and data.
  14. Act as Company representative within professional and industry organizations concerning environmental issues. Cultivate industry and regulatory contacts and attend related seminars and conferences.
  15. When necessary, hire, coordinate, and review work product of Environmental and Legal Consultants.
  16. Assist with new mining permit applications and reclamation plan related to the California Environmental Quality Act (CEQA) and related permit entitlement processes.
  17. Conduct feasibility studies and develop budgetary estimates on assigned projects.
  18. Identify pollution prevention, waste minimization and recycling opportunities throughout operations.
  19. Maintain all certifications and training necessary to conduct essential job functions.
  20. Promote a Zero Injury culture through personal adherence to all company safety policies and practices.
