Position Description

As the Trade Compliance Manager, your role will be to develop, implement and manage trade complianceprocedures. You will manage the company's import and export compliance activities, assessing risk andimplementing procedures as necessary. A focus on specific compliance projects to ensure that duediligence as well as duty and tariff programs meet the company's legal and compliance strategy. You willmanage and lead a team committed to achieving Briggs Supply Chain objectives while maintaining strict
compliance with U.S. government regulations.

You will do this by:
  • Developing, implementing and maintaining documented procedures for import and export compliance activities
  • Responsible for conducting audits for import and export activities

  • Ensuring that import/export compliance programs are being followed globally along with timely customs reporting and accuracy

  • Managing country of origin trade requirements and regulations compliance

  • Identifying technical support on issues related to import/export compliance programs

  • Maintaining current knowledge and understanding of export administration regulations, customs regulations, harmonized tariff schedule and company products

  • Primary contact for the U.S. Department of Commerce, U.S. Customs, and oversees freight forwarder and broker processes

  • Responsible for completing Government requests for Customs information (CF-28, CF-29, USITC responses, etc..)

  • Interacting with legal team as regulatory issues dictate

  • Provides training to support trade compliance initiatives and identify opportunities for automation and improvements

  • Knowledge of Duty Drawback (Manufacturing, Same Condition)

  • Specialized Import provisions knowledge, especially use of 9817 Agricultural Actual Use provision

  • Review monthly Duty Payment file and Monthly Duty Projection File (use of ACE, ACH, Customs Broker data to assign) with team

  • Staying informed and reviewing AD/CVD Trade protection cases; Court of International Trade (CIT) Cases/Determinations

  • Familiarity with Canada NRI responsibilities, reviewing product types and CARM Financial obligations

  • Auditing and analysis of Export, Import, Anti-Boycott, Anti-Bribery, Reconciliation and Foreign vendor tooling assists, valuations

  • Utilizing ACE Customs Data portal knowledge to file and report company data

  • Review classification as well as writing Internal Advice Requests/Binding Rulings to CBP when necessary

  • Collaboration with functional areas (e.g., Sales, Marketing, Manufacturing, Logistics, Procurement, Engineering, Customs Brokers, and Freight Forwarders) on remediation and corrective action to mitigate compliance risks or process & control gaps

You are the type of person who is/has:
  • Strong written and verbal communication skills at all levels of leadership and situational awareness

  • Proficient at managing and monitor multiple priorities

  • Ability to motivate and manage a team

  • Knowledge and use of SAP, Google Docs, Microsoft suite tools

  • Dangerous Goods and TSCA knowledge

  • Excellent customer service skills

  • Fluent in English and primary language used in area of responsibility and/or location

  • Implement, manage, and collaborate on trade compliance programs

  • Ability to influence internal and external partners

  • Technical knowledge of customs laws and regulations

  • Self-Starter / Ability to work with limited supervision

Education
Bachelor's Degree in International Management or related field, or equivalent education and experience
Juris Doctor from a law school accredited by the American Bar Association
Experience Requirements
  • Minimum of seven years of import and export compliance experience
Physical & Environmental Requirements
Domestic and/or international travel as required up to 20%
