Location: Hybrid - Lansing, MI Office

Purpose: This position will serve as a Unit Manager within the Strategic Alignment and Engagement Section. The SAE Section works with state partners, external stakeholders, and cross-departmentally to align Health Information Technology (HIT) around national standards and best practices in pursuit of increased connectivity and data sharing to support health equity. The SAE section shepherds the state's work implementing Michigan's 5-year Health IT roadmap, staffs the state's Health IT Commission, and leads the state's implementation of Community Information Exchange (CIE). Additionally, it oversees the implementation of Social Determinants of Health (SDOH) Hubs, a cornerstone initiative of the MDHHS SDOH Strategy.

As the Unit Manager within the SAE Section, the Senior Data Policy Strategist will play a pivotal role in supporting relationships with health information technology partners. In this capacity, they will maintain a dotted line reporting structure to support the Policy and Planning Director in strategic engagement and alignment.

Duties and Responsibilities:

  • Provide first line supervision and additional support for senior level data policy staff.
  • Provide strategic oversight and guidance.
  • Provide the first level of approval and guidance for Community Information Exchange (CIE), Health Information Technology (HIT), and Health in All Policies (HIAP) efforts, ensuring alignment with the strategic direction of the Policy and Planning Office and the statewide Social Determinants of Health (SDOH) Strategy.
  • Oversee the development and implementation of a statewide plan for CIE, HIT, and HIAP initiatives, fostering collaboration and ensuring that efforts support the overarching goals of health equity and improved health outcomes.
  • Ensure that CIE, HIT, and HIAP efforts are aligned with national best practices and emerging trends, and provide subject matter expertise in health IT, social care, and health policy.
  • Collaborate with internal and external stakeholders to advance CIE, HIT, and HIAP initiatives, building relationships with key figures in the state and nationally to drive progress and innovation.
  • Provide guidance and support to cross-functional teams working on CIE, HIT, and HIAP projects, facilitating communication and collaboration to achieve project objectives effectively and efficiently.
  • Support IT and data collection efforts- collaborate with internal and external partners to ensure that data collection efforts are comprehensive, accurate, and aligned with the goals of the SDOH Strategy.
  • Provide leadership and direction to a team of data strategy professionals, fostering a culture of collaboration, innovation, and continuous improvement.
  • Ensure that the data strategy unit operates efficiently and effectively, and that all projects are completed on time and within budget.
  • Prepare and present regular reports on project progress, outcomes, and impact to SAE Manager, Policy and Planning Director, stakeholders, and other interested parties.
  • Maintain a dotted line reporting structure to support the Policy and Planning Director and efforts to maintain collaborative efforts with health information technology partners.
  • Always represent the best interest of MDHHS and MPHI.

Qualifications/Requirements:

Education: A master's degree in a Public Health or Information Technology related field is required for this position. Will consider candidates with a combination of a bachelor's degree, certification, and professional experience which equates to a graduate program.

Experience: 7+ years professional experience in health care, social care and/or health IT. With at least 4+ years of project management experience in health/human services. Public health experience a plus.

Work Environment and Physical Requirements: This position will be based in Lansing and may require limited in-state travel. Requires a valid vehicle operator's license and access to a vehicle to attend off-site meetings, conferences, and trainings.
