OFFICE OF EMERGENCY MANAGEMENT AND COMMUNICATIONS

Chicago First Responder Wellness Section

Number of Positions: 2

Starting Salary: $84,972.00

This position is open to current AFSCME BIDDERS AND the PUBLIC. Only current City employees covered under the City's Collective Bargaining Agreement with AMERICAN FEDERATION OF STATE, COUNTY, AND MUNICIPAL EMPLOYEES (AFSCME) - BARGAINING UNIT 1, 3, 4, & 5 are considered BIDDERS and are eligible to bid. Successful candidates must pass a drug screen and a background investigation. Persons offered employment must pass all pre-employment exams prior to appointment.

*The Office of Emergency Management & Communications (OEMC) is an operation that runs 24 hours a day, 7 days a week.

Under general supervision, the class provides professional therapeutic treatment services in a supervisory and administrative capacity, and performs related duties as required.

ESSENTIAL DUTIES

  • Manage short- and long-term caseloads of enrolled OEMC 911 employees
  • Conduct clinical assessment services
  • May be on call or required to come in to assess and assist with crisis off hours
  • Identify signs of emotional and psychological trauma and help manage stress and mental health strains that may occur after a critical incident
  • Work with supervisory staff to make determinations of need for clinical support for 911 employees
  • Provide outreach and follow up to support 911 employees
  • Provide referrals, linkages, and wellness tools with outside agencies to obtain additional services needed by 911 employees
  • Speak at rollcalls and conduct training sessions on various topics pertaining to emotional and behavioral wellness
  • Complete appropriate case notes documentation and disposition of cases

Hours/Shift: One (1) Clinical Therapist III will be on the 10:00 am to 6:00 pm shift AND one (1) Clinical Therapist III will be on the 6:00 pm to 2:00 am shift to ensure that all 911 shifts are exposed; May be On Call

*Will be required to work weekends and/or holidays, as needed. Will be required to respond to critical emergencies and traumatic incidents.

Qualifications

MINIMUM QUALIFICATIONS

Graduation from an accredited college or university with a Master's degree in Psychology or Social Work, plus three (3) years of professional mental health experience; or a Master's degree in Guidance and Counseling, Vocational Rehabilitation, Pastoral Counseling, Art Therapy, or Educational Psychology, plus one year post-master's supervised practicum carried out in a mental health setting, as well as three (3) additional years of professional mental health experience, or an equivalent combination of education, training and experience, provided that the minimum degree requirement is met.

Licensure, Certification, or Other Qualifications

Some positions may require individuals to be Licensed Practitioners of the Healing Arts (LPHA) requiring possession of any one or more of the following clinical licenses: Licensed Clinical Professional Counselor (LCPC), Licensed Clinical Social Worker (LCSW), and/or Licensed Professional Psychologist (LCP). Some positions may require individuals to be Licensed Practitioners of the Healing Arts (LPHA) requiring possession of any one or more of the following clinical licenses: Licensed Clinical Professional Counselor (LCPC), Licensed Clinical Social Worker (LCSW), and/or Licensed Professional Psychologist (LCP).

SELECTION REQUIREMENTS

This position requires applicants to successfully complete an interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position will be selected.

Selected Bidders will be hired in seniority order according to the collective bargaining agreement.

Non-Bidders best suited to fulfill the responsibilities of the position will be selected AND

Preference will be given to candidates possessing the following:

  • Previous experience providing clinical counseling
  • Previous experience responding to crisis situations and traumatic incidents
  • Previous experience with law enforcement/911
  • Previous experience providing consultation and treatment planning
  • Previous experience working with an Employee Assistance Program
  • Any of the following clinical licenses: Licensed Clinical Professional Counselor (LCPC), Licensed Clinical Social Worker (LCSW), Licensed Mental Health Counselor (LPMHC), Psy.D and/or Ph.D.
