Project/Unit Description

Georgia Tech Research Institute is seeking research engineers or technologists with expertise in supply chain management and logistics. Candidates will support the Applied Proactive Logistics Engineering Support (APLES) Branch in the Command, Control, and Communications Division (C3D) within the Sensors and Electromagnetic Applications Laboratory (SEAL). The position requires the purchasing of a high volume and variety of materials, supplies, and services to directly support sponsored research initiatives. The ideal research candidate is a creative problem-solver who provides thought leadership for supply chain management and logistics challenges by effectively communicating needs to enable the on-time execution of tasks. Candidates must hold working knowledge in all aspects of the procurement cycle (cradle-to-grave) including developing, analyzing, and executing logistical plans, support, and documentation. In addition, candidates must be familiar with supply chain policies, procedures, and underlying federal, state, and/or local regulations concerning the purchase or shipment of goods, materials, and or services.

Job Purpose

The Process Improvement/Value/Quality Engineer works as part of a team developing approaches to improve enterprise-level sustainment of DoD and commercial aircraft. Analyzes aircraft sustainment processes, tools and datasets, creates updated processes and toolsets and employs continuous process improvement practices. Analyzes organizational culture and IT infrastructure related to the sustainment and maintenance of aircraft, and defines capabilities, processes and technical gaps as they relate to readiness and sustainment.

Key Responsibilities

  • Lead the program management for a strategic research area and manage all technical aspects of project activities/tasking to include directing multiple organizational resources for large scale product or system deployments.
  • Supervise management of sub-contractor resources across multiple projects.
  • Develops senior sponsor engagements and supervises strategic technical collaborations to ensure complex products meet requirements, design, and military, and security standards.
  • Define product/research strategy, supervises the development of product roadmap, and drives product execution.
  • Supports maintaining existing programs and obtaining new research programs.
  • Develop strategic business cases from advanced analysis of sustainment activities identifying gaps, strengths, weaknesses, and improvement opportunities.
  • Supervise and teach/train highly complex advanced process/value stream mapping/analysis and qualitative/quantitative data collection/analysis.
  • Teaching advanced Continuous Process Improvement techniques to include Lean, Six Sigma, and Theory of Constraints.
  • Drive strategic advances/improvements in sustainment/logistics functions in DoD and commercial aviation industries.

Additional Responsibilities

  • Monitor Controlled Unclassified Information (CUI) and Covered Defense Information (CDI) Protection, Supply Chain Risk Management (SCRM), software/hardware assurance, Material Requirements Planning (MRP), anti-counterfeit protections, International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), trusted foundry, and information security.
  • Provide expertise in supply chain risk management and assess a client(s) supply chain program, policies, and procedures against best practices, and make improvement recommendations.
  • Provide expertise in vendor/supplier assessment and evaluation.
  • Support responses to Requests for Information (RFI), Requests for Quotes (RFQ)s, and Requests for Proposals (RFP)s and perform relevant analyses to include pricing and costing, Statement of Work (SoW) compliance, delivery terms, payment, other terms and conditions of the procurement.
  • Prepare reports, briefings, point papers, reviews, and oral presentations as may be directed to translate the results from the analysis to executive decision-makers.
  • Keep clients and staff informed of the most up-to-date information regarding supply chain risk management best practices and any relevant current Federal Government policies, guidance, memorandums, and strategies that might affect the client(s) SCRM program.
  • Deep working knowledge of Federal and Acquisition Regulations and standard commercial procurement practices (i.e. ISO/IEC:21287, NIST SP 800-160, ISO/IEC: 15408, DoDI 5200.48, DoDI 5200.44, DoDI 8510.01, DoDI 5200.39, DoDI 5230.24, DoDI 8510.01, NIST SP 800-53, NIST SP 800-171, NIST SP 800-161).
  • Lead and develop a scalable assessment team that will perform supply chain risk assessments, including research, analysis, identification of risk, and continuous monitoring of supply chain vulnerabilities.

Required Minimum Qualifications

  • Experience supporting Supply Chain Risk Management (SCRM) analysis, integration, and flow downs for defense programs.
  • Experience with and understanding of a Material Requirements Planning (MRP) System.
  • Experience with implementing supply chain risk management activities in the DoD or other Federal Organizations.

Preferred Qualifications

  • Active Secret Clearance.
  • Thirteen (13) years of experience in supply chain management, logistics, and or data analytics role.
  • Self-starter and ability to work in a team environment.
  • Good verbal and written communication skills.
  • Well-versed with Government cybersecurity policies and regulations.
  • Strong analytical and organizational skills.

  • 14 years of related experience with a Bachelor's degree in Mechanical Engineering, Electrical Engineering, Aerospace Engineering, Business Management, Project Management, Industrial Engineering, Civil Engineering, or other related field.
  • 12 years of related experience with a Masters' degree in Mechanical Engineering, Electrical Engineering, Aerospace Engineering, Business Management, Project Management, Industrial Engineering, Civil Engineering, or other related field.
  • 9 years of related experience with a Ph.D. in Mechanical Engineering, Electrical Engineering, Aerospace Engineering, Business Management, Project Management, Industrial Engineering, Civil Engineering, or other related field.

Due to our research contracts with the U.S. federal government, candidates for this position must be U.S. Citizens.

Clearance Type Required

Candidates must be able to obtain and maintain an active security clearance.
