Job Description
Primary Purpose
The Manager of Project Contract Programs oversees the Project Contract Management function, including a mix of direct reports and matrixed employees that are assigned to projects during execution. The manager is responsible for the entire functions development, staffing, budget forecasting, mega project contract management strategy, and all employees that oversee the FEED and EPC Contracts, including multiple Project Contract Managers, which are senior members of the Project Management Team ("PMT"). Responsible for leading the projects in proper management of major multi-billion dollar agreement(s) which govern the project's execution (i.e. engineering, procurement, construction, commissioning, start-up) during the FEED and project execution stage. In addition, this role is responsible for claims management support and strategy during and post construction in partnership with legal and project leadership.

Duties and Responsibilities
  • People management and development for direct reports and matrixed employees
  • Oversight, coordination and communication with Project Management team for aligned issue management and assurance of united Owner front.
  • Ownership of project contract management plans and procedures, ensuring methods applicable to specific needs of the Project asset and continuous improvement.
  • Project staffing and budget forecasting for projects in development and execution.
  • Overall Project Contract Management and Claims Management strategies in partnership with legal and project leadership
  • Communication with senior leadership on issue management, project contract compliance status, and tracking of contract management progress
  • Participate and provide strategic oversight of FEED and EPC Contract Negotiations
  • Lead initiatives for process improvement, technology implementation, and tools for the benefit of the contracts management team.
  • Develop and foster relationships with various project support functions, such as Supply Management, legal, project development, etc. Travel to job sites for meetings or collaboration activities as needed.
  • Perform other duties as assigned.

Qualifications

Education
  • Bachelor's Degree Business, Science, Engineering or applicable field Required
Experience
  • 15 Experience in LNG, Low Carbon Solutions, or applicable Mega Project FEED and EPC Contracts Management Required
  • 10 Related professional experience on Oil & Gas Project or Mega Project. Required
  • 5 Experience in people management and team leadership. Required
Skills and Abilities
  • Comprehensive knowledge of general project and corporate business practices Advanced
  • Comprehensive knowledge of regulations which impact Project execution agreement(s). Advanced
  • Ability to manage and progress multiple priorities at once Advanced
  • Ability to work cross project and cross functionally to support standardization of work methods and continuous improvement Intermediate

Licenses and Certifications
  • Certification (i.e., CFCM, CCCM, CPCM). Preferred
  • National Contract Management Association (NCMA) membership or International Association for Contract and Commercial Management (IACCM). Preferred
Other Qualifications
  • Bilingual: English-Spanish (preferred)

HYBRID: Work a combination of onsite and remote days each week, typically 3 days per week onsite.
