This position will work a hybrid schedule which includes a combination of working both onsite at Towne Centre Drive and remote.

DESCRIPTION

UC San Diego Health is seeking a Senior Systems Analyst who will be part of a team responsible for analyzing, designing, developing, and maintaining our hosted Enterprise Content Management (ECM) System. Additionally, the candidate will provide application support for the Health Time and Attendance systems. The candidate will support the ongoing efforts to provide enhancements of the ECM system and will be tasked with obtaining a detailed understanding of the ECM functionality, administering continuous operation and stability of application systems, including troubleshooting, software updates in addition to Health Time Systems support for operational purposes. This position will be part of the overall systems and integration teams at UC San Diego Health and will be responsible for the OnBase Systems and Health Time and Attendance Systems.

Senior Systems Analyst:

The Senior Systems Analyst will have extensive experience using OnBase, Workflow, HL7 Interfaces and ECM Management. Specific duties include supporting the development of sustainable workflows around OnBase development. Defining the framework and integration patterns most appropriate when integrating OnBase with Epic. Extensive knowledge of systems analysis, development and relational database principles. Functional knowledge of software applications including SQL. Ability and specialized skills to: code, test, and debug software applications; provide ongoing project leadership to technical development staff; analyze problems and provide effective solutions; understand functional and procedural requirements and communicate effectively both orally and in writing; develop and make presentations; conduct meetings; develop and provide user training; and establish and maintain effective working relationships with others. Knowledge of general analytical methods and techniques, as well as specific detailed knowledge and experience with various document management functions. Project implementation and project management experience.

Project Management:

Senior Systems Analyst will function as the project manager responsible for their own project plans in conjunction with the operational project managers to ensure accurate, consistent, and timely implementation and data delivery. Specific duties include but are not limited to developing and maintaining project plans, coordinating and collaborating with team members, creating status reports, facilitating decisions, identifying and mitigating risks, collecting and interpreting data from various sources, presenting measure and project results to clinical and operations executives, and managing evolving technical requirements.

Product Management:

The Senior Systems Analyst will function as the application product manager responsible for developing and maintaining ECM data integrations into the Epic using techniques and tools. Roadmaps should be developed in conjunction with senior leadership, operational stakeholders, and vendor advisors to ensure these products can meet business and clinical requirements including scaling across multiple dimensions. Specific duties include but are not limited to facilitating operational and requirements planning sessions, conducting product related research, developing product requirements and specifications, producing development approaches and timelines, coordinating the integration of products into the larger enterprise product portfolio, assessing third party products/vendor solutions, communication plans, training plans, writing recommendations to senior leadership, and creating maintenance/upgrade plans.

MINIMUM QUALIFICATIONS
  • Nine (9) years of related experience, education/training, OR a Bachelor's degree in related area plus five (5) years of related experience/training. Related experience: Direct experience with ECM systems

  • OnBase Certifications or obtained within 6 months of hire: Administrator and Workflow.

  • Advanced skills associated with programming design, modification and implementation. Advanced knowledge of secure software development. Demonstrated ability to create software specifications.

  • Demonstrated advanced knowledge, skills and abilities associated with system problem identification and resolution. Knowledge necessary to design, set up, operate and correct malfunctions involving technology systems. Experience in incident response and digital forensics, including data collection, examination and analysis.

  • Demonstrated experience with database administration. Advanced knowledge of database management systems and standards. Knowledge relating to highly complex database system design. Advanced database querying and modeling skills working with moderately complex databases. Knowledge of conceptual database design. Skills necessary to develop procedures and standards relating to database management systems. Skills associated with implementing database enhancements that improve performance and reliability of the system at the software, hardware and operating system level.

  • Ability to write technical documentation in a clear and concise manner.

  • Advanced knowledge of computer security tools, best practices and policies including demonstrated experience securing server-based software. Demonstrated skill at analyzing and preventing security incidents of high complexity. Strong security skills for protecting the operating system, software, data and hardware.

  • Familiarity with data quality and governance issues and requirements.

  • Familiarity with logical data design and data mapping or data conversion.

  • Demonstrated project management skills.

  • Technical skill to develop, implement and test disaster recovery functions using backup technologies.

PREFERRED QUALIFICATIONS
  • Five (5+) years of experience with Epic

  • Five (5+) years of experience developing clinical application code using an ECM system OnBase workflow or SQL systems

  • Five (5+) or more years of relevant experience in OnBase development, healthcare analytics, healthcare API development, and/or data warehouse development.

  • Advanced level of project management or program management experience including administration of a project management platform.

  • Product management experience qualified at a minimum of leading a product through (2) releases.

  • Familiarity with Agile development, Software Development Life Cycles (SDLC) , Product Development Life Cycles (PDLC), and waterfall implementation methodologies.

  • A high level of proficiency in SQL programming is preferred

  • Knowledge, experience, and/or certification working with other Epic databases (Chronicles).

SPECIAL CONDITIONS
  • Must be able to work various hours and locations based on business needs.

Pay Transparency Act

Annual Full Pay Range: $101,200 - $192,200 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $48.47 - $92.05

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
