Job Summary

Supervises clinic operations staff involved in routine functions. Oversight of administrative areas such as registration, new patient coordination, scheduling, medical records storage and maintenance, facilities, insurance authorizations and clinical support staff such as medical assistants.

The Project Manager of HOUDINI LINK (Hospital Opioid Use Disorder treatment INItiation and LINKage to Care) provides clinical and administrative oversight for a program vital to helping San Francisco reduce the impact of opioid overdose deaths. HOUDINI LINK provides 6 months of patient navigation and financial incentives for enrolled patients beginning medications for OUD while at Zuckerberg San Francisco General Hospital. The Manager of this award-winning program will oversee HOUDINI LINK and provide a public face to the program at local, regional, and national meetings. Additionally, the Manager supervises patient navigators and provides direct patient care as needed. As HOUDINI LINK provides patient navigation to all San Francisco-based treatment programs and clinics, the Manager establishes and maintains fruitful partnerships with our clinical partners.

Department Description

The mission of the Division of Substance Abuse and Addiction Medicine (DSAAM) within the UCSF Department of Psychiatry and Behavioral Sciences at Zuckerberg San Francisco General Hospital is to improve the quality of life for our patients and the public by providing the highest quality addiction treatment, education, and research to reduce the dangers of substance use and its consequences. DSAAM provides multi-disciplinary consultation and treatment for patients with substance use disorders at Zuckerberg San Francisco General Hospital and several affiliated clinics. The main clinics include a licensed opioid treatment program (Ward 93/OTOP), the nation's first buprenorphine induction clinic (OBIC Clinic), mobile methadone vans, the Street Outreach Response Team (SORT), and two linkage programs (HOUDINI LINK and JUNO Community).

Required Qualifications

  • Bachelor's degree in related area and minimum three years of experience including at least one year of supervisory/lead experience or equivalent combination of experience / training.
  • Demonstrated skills to supervise support staff in clinic / center administration, and to effectively manage multiple priorities in a fast-paced, dynamic environment.
  • In depth knowledge of practice operations, patient-scheduling systems, medical and insurance terminology, applicable information systems, patient service standards, and regulatory requirements.
  • Working knowledge of human resources management policies, with the ability to train, monitor, evaluate, and document human resources issues and performance, and to provide input to decision-making on human resources matters.
  • Detail oriented, with the ability to apply analytical and critical thinking skills to quickly analyze problems, determine appropriate level of intervention, and apply effective solutions.
  • Solid interpersonal skills for effective information exchange and problem solving with all levels of management and staff, consultants and outside agencies.
  • Strong skills in written and verbal communications, with the ability to convey complex administrative, clinical, and technical information in a clear and concise manner, and to produce a variety of reports and analyses.
  • Knowledge of business software and specialized applications and data management systems used in clinic / center operations.
  • Demonstrates commitment to racial equity and to the continued development of multi-cultural understanding and professional development through trainings, workshops, readings, etc.

Preferred Qualifications

  • Graduate education in Social Work, Psychology, or related field.
  • Experience in the field of public health.
  • Experience with clinical supervision.
  • Experience in a Methadone Clinic/knowledge about methadone/buprenorphine treatment and regulations.
  • Experience with selecting, training, and evaluating staff.
  • Experience with employing disciplinary measures, including placing an employee on suspension, labor union grievances, and advising on disciplinary measures.
  • Training and experience in delivering behavioral health interventions to persons with substance use disorders as well as conducting point of care urine drug screens with fidelity to established policies and procedures.
  • Able to initiate a 5150 hold in the San Francisco community for patients appearing to be a danger to themselves, others, or otherwise gravely disabled according to applicable laws and regulations.
  • Experience or knowledge in patient and community outreach.
  • Bilingual in Spanish

License/Certification

  • California state licensure as a Licensed Clinical Social Worker, Licensed Marriage and Family Therapist; or
  • Licensed Professional Clinical Counselor, or California state registration as an Associate Clinical Social Worker, Associate Marriage and Family Therapist, or Associate Professional Clinical Counselor; or
  • Certified or registered as an Alcohol/Drug Counselor with a California eligible certifying organization.
