There is one (1) vacancy in the Finance Department.

This recruitment is being conducted to fill one (1) vacancy and will establish an eligibility list which may be used to fill future vacancies as they occur during the active status of the eligibility list.

This position is a Limited-Term (2 years) employment opportunity. Limited-term employees are "AT-WILL" employees, and their employment can be terminated at any time, with or without cause, and with or without notice.
A full-time, limited-term employee shall be eligible for the same insurance and leave benefits, as a regular Agency employee occupying the same regular classification, pursuant to the applicable Personnel Manual or MOU EXCEPT for the following: educational reimbursements, certification or licensing payments/reimbursements and computer loans.


Salary Range: UN 175
FLSA: Exempt
Probationary Period: 12 months
Under general supervision, performs professional accounting functions in the preparation and maintenance of the Agency's and related Joint Powers Authority's (JPA) financial records, reports and statements; oversees grant reimbursement billing and financial reporting; oversees payroll processing; and performs related duties as assigned.

DISTINGUISHING CHARACTERISTICS:
Accountant I is the entry-level class. Initially under direct supervision, incumbents learn and perform a variety of routine to moderately complex duties in the preparation of accurate and timely accounting and financial records. This class is alternately staffed with Accountant II, and incumbents may advance to the higher level after gaining experience and demonstrating proficiency that meet the qualifications for the higher-level class.

Accountant II is the professional, journey-level class in this series. Under general supervision, incumbents perform the full range of assigned duties with a high degree of independence. Work requires the knowledgeable application of accounting principles and practices and applicable accounting standards and requirements, as well as substantial familiarity with Agency financial management practices and procedures. This class differs from Accountant I in the skill level required and the incumbent's knowledge of specialized areas of accounting, such as grants and fund accounting, requiring in-depth knowledge of applicable accounting principles and standards. Incumbents participate in preparing and interpreting financial statements and reports and establishing new accounting procedures and controls.


Employees in this class may report to a Principal Accountant, Manager of Grants, Deputy Manager of Grants or Accounting Supervisor.


EXAMPLES OF ESSENTIAL FUNCTIONS:

Prepares, reviews, analyzes, balances and/or reconciles assigned general ledger accounts and other accounting transactions, requiring the interpretation and application of professional accounting theories, principles and practices; identifies and resolves problems; reviews bank reconciliations for accuracy; prepares financial statements and disclosures; assists in compiling annual financial reports, including footnotes regarding accounting standards, supporting schedules and working papers.

Maintains accounting records of revenues, expenditures and special funds; prepares analyses, spreadsheets, schedules, journal entries and reconciliations to produce accurate financial reports and footnotes; monitors and prepares periodic reports on revenue funds; reviews accounting transactions prepared by other staff members; prepares monthly journal entries for inter-company charges; prepares bank deposits; on a daily basis, reviews bank transactions and updates general ledger with bank activity; monitors cash position; calculates tax withholdings; prepares tax filings and reviews for accuracy and completeness; and prepares tax remittances.

Reviews and validates billing reports from departments and JPAs and generates billing invoices; creates sales orders and ensures billings comply with contracts and agreements; monitors aging reports and performs appropriate collection activities.

Participates in the Agency's month-end and year-end closings and audit processes; reviews various project reports and month-end reports; performs complex calculations and prepares assigned month-end and year-end journal entries; compiles and reviews project closure forms for completeness and accuracy; transfers costs of closed projects to appropriate asset classes and records monthly and/or annual depreciation associated with assets; drafts, reviews and analyzes audit work papers; performs financial and other analyses requested by auditors and/or management.

Develops, reviews, evaluates, updates, generates and/or distributes specialized accounting records, financial reports and spreadsheets; reviews, compiles, calculates and analyzes technical data and information from a variety of sources; identifies discrepancies, resolves issues and/or notifies appropriate sources and ensures that issues are resolved; distributes reports in a timely manner; conducts expenditure analyses; researches variances and discrepancies; prepares correcting journal entries.

Reconciles payroll and payroll deductions and the payment of payroll taxes, vendor accounts and retirement benefits; establishes payroll schedules and calendars to meet Agency requirements, bargaining agreement stipulations, retirement reporting deadlines, direct deposit timelines and processing requirements, and timelines for normal calendar/holiday constraints; verifies correct pay rates, differentials, premium pay hours and adequacy of leave time; calculates overtime and ensures accuracy of calculations in conformance with bargaining agreement requirements; inputs withholding exemptions, employee/employer deductions and pay rate changes; prepares documentation to process corrections and adjustments; coordinates payroll activities and information with other departments; responds to employee questions regarding payroll issues.

Performs the annual payroll reconciliation and generates W-2 forms for employees, ensuring correct calculation of imputed income for employee benefits; performs manual recaps of sick pay and ensures pre-tax information is accurate for descriptive purposes.

Maintains and reconciles grant revenue and expenditures to the financial system and general ledger; prepares adjusting journal entries; prepares billings and invoices for reimbursement from local, state and federal grantor agencies; prepares journal entries to record grant credits and grant match charges; maintains detailed grants accounting documentation and records.

Monitors the status of grant account balances; follows up with departments to ensure grant funds are expended in accordance with grant agreements; works with relevant departments to resolve grant budget and accounting problems; examines, analyzes and reconciles grant-related project cost information and ensures accuracy and reasonableness of expenditures in accordance with grantor and Agency compliance requirements; prepares schedules of grant revenues, expenditures and carryover funds to prepare single-audit reports; serves as liaison with federal and state auditors to provide information and documentation and respond to questions and issues; works with Agency staff to prepare and submit grantor compliance and ongoing reporting requirements.


QUALIFICATION GUIDELINES:

EDUCATION, TRAINING, AND EXPERIENCES:
A typical way of obtaining the knowledge, skills and abilities outlined above is:

Accountant I - graduation from an accredited four-year college or university with a major in accounting or a closely related field; and one year of professional accounting experience; or an equivalent combination of education, training and experience. Experience in a public agency is preferred.

An Accountant I may be considered for advancement to Accountant II after demonstrating proficiency to perform the full range of duties of the latter class. Proficiency criteria and the process for demonstrating performance at the levels established in the criteria are established jointly by hiring authorities and the Manager of Human Resources.

Typically, an Accountant I is expected to be capable of meeting the proficiency criteria within an 18-24-month period, depending on an individual's prior experience and progression in performing the full range of Accountant II duties as described in the established performance criteria.

LICENSES; CERTIFICATES; SPECIAL REQUIREMENTS:
A valid California Class C driver's license and the ability to maintain insurability under the Agency's vehicle insurance program.

KNOWLEDGE OF:
Principles, practices and terminology of general, fund and governmental accounting including financial statement preparation and methods of financial control and financial reporting, fixed asset accounting and grants accounting.

Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) accounting standards and requirements applicable to public agencies.

Internal control and audit principles and practices.

Advanced knowledge of SAP or similar enterprise software system.

Federal, state and local laws, regulations and court decisions applicable to financial administration of a public agency and payroll administration.

Safety policies applicable to the work.

ABILITY TO:
Plan, organize, set priorities and carry out assigned accounting functions efficiently and with a high degree of accuracy.

Operate a computer, enterprise software and spreadsheet software and other standard office equipment.

Analyze and make sound recommendations on complex financial data and operations.

Evaluate accounting and financial reporting issues and make sound recommendations for their resolution.

Understand, interpret, explain and apply Agency, local, state, and federal laws and regulations governing financial accounting, reporting and recordkeeping.

Perform complex mathematical calculations and analyses.

Prepare clear, concise and accurate accounting transactions, financial statements and statistical reports.

Exercise sound professional judgment within general policy guidelines.

Communicate effectively, both orally and in writing.

Understand and follow written and oral instructions.
