Job Summary:

The Export Controls & International Compliance (ECIC) analyst will support Northwestern University's campus community by researching and analyzing export control regulations, improper foreign influence regulations, and other international compliance topics. The ECIC analyst will conduct export control reviews, including classifications, shipping reviews, and international travel assessments. The ECIC analyst will assist in applying for export licenses or using exemptions and implementing Technology Control Plans.

The ECIC analyst will also support Northwestern's efforts to counter improper foreign influence, including conducting risk assessments, providing training and educational outreach, and assisting in maintaining the Export Controls and Research Security websites. The ECIC analyst will maintain knowledge of the regulatory landscape related to export controls, improper foreign influence, and related research security regulations. The ECIC Analyst will develop an internal and external liaison network to identify trends and best practices.

Specific Responsibilities:

Export Control

• Collaborate closely with Sponsored Research (SR) and other partners to conduct export control reviews.
• Lead the team's shipping reviews, including export control classifications and restricted party screenings.
• Provide export classification assessments on proposed tangible item exports.
• Independently conduct restricted party screenings to identify any denied parties.
• Determine the availability of export license exemptions and exceptions for export-controlled items and information supplied by vendors, contractors, collaborators, and other third parties.
• Apply for licenses (e.g., deemed exports, international shipments).
• Apply for OFAC licenses for regulated research activity in U.S. sanctioned/embargoed countries.
• Implement and audit Technology Control Plans as necessary.
• Conduct export control outreach to faculty and staff, including presenting briefings and other communications for departments and organizations across the university.
• Develop export control training, including in-person and web-based instruction.
• Maintain the Export Control websites and web-based resources.
• Monitor export control regulatory developments impacting Northwestern.
• Participate in the Association of University Export Control Officers (AUECO) and other relevant national organizations and training.
• Perform other duties as required or assigned.

Foreign Influence:

• Assist with conducting an overall risk assessment and developing mitigation strategies.
• Leverage existing data to vet international partners and assist with risk mitigation.
• Stay abreast of evolving national policy and legislative developments related to foreign engagement, including National Security Presidential Memo 33 (NSPM-33).
• Maintain the Research Security program website and web-based resources.

Minimum Qualifications:

• Bachelor's degree in a related area and/or equivalent experience/training
• Knowledge and ability to apply all relevant Federal, State, and university regulations, policies, and federal guidance documents
• Experience in analyzing complex data and presenting findings in both written and orally.
• Experience in project management conducting research and analysis in a related area.
• Experience in conducting research and analyzing complex data from multiple sources.

Preferred Qualifications:

• Advanced degree (e.g., JD, PhD, MA, MS)
• 1+ years of export control and related experience, including familiarity or knowledge of U.S. export control regulations or improper foreign influence.
• Prior experience working at an academic research institution and/or a compliance area.
• Strong computer skills (SharePoint, website maintenance, Microsoft Office Suite).

Target hiring range for this position will be between $68,000 to $83,000 per year. Offered salary will be determined by the applicant's education, experience, knowledge, skills and abilities, as well as internal equity and alignment with market data
