Job Overview

Under the direction of the Operations Manager, the Deputy Operations Manager assists with the operational planning, establishment, execution, management, and evaluation of a large multifaceted facility maintenance and repair contract for a secure DOD installation. Contract activities consist of work orders, preventive maintenance, predictive maintenance, and subcontracted services for all building trades and systems. He/she analyzes, recommends and implements programs to improve productivity, administrative reporting, and personnel management. The incumbent will work directly with all stakeholders (i.e. safety, QC, procurement, accounting, human resources, IT, project management, and the customer) to ensure proper work execution. The Deputy Operations Manager provides day-to-day oversight and management of Facility Managers, Supervisors, technicians, and administrative personnel to ensure the proper completion of all facilities work.


Responsibilities

Essential Duties & Job Functions:

  • Assists the Operations Manager in the management of all facilities maintenance and repair programs.
  • Oversees and provides direct supervision of lower tier sub-departments and their functions as assigned by the Operations Manager.
  • Plans, directs, coordinates, and reviews the work plan for assigned staff; assigns work activities, projects, and programs; reviews and evaluates work products, methods, and procedures; meets with staff to identify and resolve problems.
  • Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures.
  • Works with all lower tier Facility Managers and Supervisors to direct effective work execution for building systems such as HVAC, electrical, building controls, plumbing, fire alarm, sprinkler, carpentry, masonry, storm water, site infrastructure, etc. Work includes but is not limited to:

    • Plans, directs, coordinates, and reviews the work plan for assigned staff; assigns work activities, projects, and programs; reviews and evaluates work products, methods, and procedures; meets with staff to identify and resolve problems.

    • Works with all lower tier Facility Managers and Supervisors to direct effective work execution for building systems such as HVAC, electrical, building controls, plumbing, fire alarm, sprinkler, carpentry, masonry, storm water, site infrastructure, etc. Work includes but is not limited to:
  • Analyzes contract work and ensures all activities performed are in scope.
  • Analyzes problems, identifies alternative solutions, projects consequences of proposed actions and implements recommendations for all work.
  • Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; recommends appropriate service and staffing levels.
  • Participates in the development and administration of project goals, objectives, and procedures. Prepares and administers large program budgets.
  • Develops and utilizes metrics (KPIs - key process indicators) to measure and improve crucial department functions.
  • Advises the Operations Manager on all contract work quality and performance issues. Recommends corrective actions for review and approval.
  • Schedules, attends, and heads business meetings with all internal/external stakeholders as needed.
  • Establishes and maintains effective working relationships with the customer and all company personnel.
  • Interprets and applies Federal, State, and local policies, laws and regulations.
  • Responds to emergency site maintenance or conditions as required.
  • May occasionally be required to operate Government or Company-owned motor vehicles.
  • Exercises sound independent judgment.
  • Adheres to all established company safety, personnel policies, and standard operating procedures.
  • Performs other duties as assigned.

Job Requirements

Mandatory:

  • High School Graduate or equivalent GED.
  • Ten (10) years of experience in facilities operations and maintenance type work.
  • Four (4) years in a management role overseeing the operation and maintenance of HVAC, electrical, and plumbing systems and personnel. Management role inclusive of at least 50 personne/contractors.
  • Business/Management/Engineering Bachelor's degree or trade license in a professional trade.
  • Demonstrated ability and experience to manage a large facilities management contract with similar scope of work and duties.
  • Demonstrated ability and experience to manage subcontractors and task order jobs in large volumes.
  • Understanding of Government contracts, correspondence, reports and records including delivery order work.
  • Demonstrated ability to supervise and motivate direct reports.
  • Excellent verbal and written communication skills.
  • Ability to effectively communicate ideas, present information, and engage audiences in various settings, including conferences, seminars, and client meetings.
  • Proficiency in monitoring and managing labor expenses, tracking project costs, and implementing strategies to optimize resource utilization.
  • Basic working knowledge of the FAR.
  • Ability to operate office equipment and use Microsoft Office Suite including Word, Excel, PowerPoint and Access.
  • U.S. Citizenship.
  • Ability to obtain and maintain the required intelligence community level clearance.
  • Ability to pass a pre-hire background and drug screen.
  • Valid driver's license with an acceptable driving record.
