The Business and Operations Manager for Transport Medicine, under the direction of the Director of Transport Medicine and in collaboration with the Clinical Manager, will manage and supervise the daily activities, operations, and personnel in support of the Division of Transport Medicine on a 24/7/365 basis. The Manager will share in a rotating administrative call. Will have oversight of day-to-day operations involving the program's ground vendor. Will monitor and maintain transport data in support of the department. Will be able to adhere to and implement standards and operating practices to meet or exceed CAMTS or CAAS requirements. Will perform as a liaison for outreach and is able to identify and implement strategies to improve. Will be the primary resource for data analytics for QA/PI as it relates to operations and the communication center. Will have oversight of the communication center's staff, equipment and data analytics along with the disaster preparedness for the center.

Qualifications

Minimum Education
Bachelor's Degree (Required)

Minimum Work Experience
3 years (Required) - RN or NREMT-P: Nationally registered EMT-Paramedic with at least three years of high volume 911 experience OR Registered Nurse with at least three years of ICU or ED experience.
5 years Progressive supervisory experience in a high volume 911/transport system. (Preferred)
2 years Supervisory experience in a transfer/communication center (may be counted in overall supervisory experience) (Preferred)

Preferred Skills/Knowledge

Knowledge of district, state and national regulations governing air and ground emergency medical services.
Knowledge of fiscal planning and budget preparation. Knowledge of supervisory and managerial techniques and principles.
Knowledge of ICS and NIMS practices and principles.
Knowledge and previous experience in the area of change management.
Working knowledge of CAD software and terminology.
Working knowledge in managing EMS operations, deployment strategies, and performance improvement activities.
Working knowledge of EMS fleet management.
Working knowledge of aviation standards as it relates to medical transport operations.


Required Licenses
Registered Nurse in District of Columbia (Required) OR
Nationally Registered Paramedic. (Required)

District of Columbia drivers' license (or state of residence)

District of Columbia EMT-P or RN licensure (or eligible)

Maryland EMT-P or RN licensure (or eligible)

Virginia RN (or eligible, if RN)

Required Certifications

Pediatric Advanced Life Support (PALS) (Required)
Cardio-Pulmonary Resuscitation (CPR) (Required)
Nationally Registered Paramedic (NRP) (Required)
CCT , FPC, CCEMT -P , CCRN, PNCCT , CEN, CFRN, CTRN, CCRN, CCEMT -P , FP-C, CMTE or F ACHE (Preferred)

Functional Accountabilities
Departmental Administration

  • Collaborate with Director on significant operational issues/barriers.
  • Assist Director to develop, implement and evaluate services, programs, policies and procedures, and performance standards to achieve departmental goals.
  • Responsible to administer programs within budgetary guidelines.
  • Develop staffing plans/schedules to optimize productivity and ensure quality services.
  • Ensure compliance with CNHS polices and procedures, and regulatory standards.
  • Responsible for oversight of Communications and Transfer center .

Budget and Finance

  • Contribute to development and monitoring of operating and capital budget.
  • Implement actions to facilitate meeting budget requirements.
  • Maintain comprehensive database to evaluate metrics in collaboration with the Director.

Strategic Planning

  • With Director, contribute to strategic plan for department service, include short and long term objectives.
  • Collect and analyze customer feedback and evaluate service/department effectiveness.
  • Incorporate findings into plans to modify program/service delive, with Director .

Human Resources Management

  • Direct assigned staff to meet departmental objectives, in collaboration with the Director .
  • Provide timely coaching and performance feedback.
  • Deploy staff appropriately to meet business objectives.
  • Manage support staff of this area.

Outreach and Informatics

  • Orchestrate the implementation of any new software/deliverables for business operations.
  • Manage functionality of all systems used in Business Operations.
  • Develop documentation to support technical training.
  • Support Director and the department to develop outreach through relationships and educational offerings.
