MaintenanceJob Summary:

The Manager of Project Controls is the principal leader responsible for developing E&TS project schedules, monitoring departmental resource allocations, and maintaining project management tools to ensure efficient execution of project portfolio managed by the Distributions Facilities engineering and technical services teams.

Responsibilities include developing and actualizing project schedules; coordinating resource allocation adjustments based on monthly schedule updates; developing short- and long-term resource allocation forecasts (i.e. E&TS resource calendar); identifying potential schedule, outage and resource conflicts; advising on solutions to mitigate overallocation and supervising distribution of reports.

Major Responsibilities:

Planning Expectations

  • Develop and maintain the following:
    • schedules to ensure critical routine maintenance, non-routine maintenance and capital projects are executed in a manner that E&TS resources can effectively execute while maintaining high quality support expectations.
    • a resource calendar that reflects resource allocation based on project and location requirements. Updates reflect changes that are identified based on regular schedule actualization meetings and unplanned work requirements.
    • project outage dashboards that reflect impacts to the distribution and manufacturing system by location, product and modality (e.g. truck, barge, rail, and pipeline). Dashboards will be customized based on discussions with sales and logistics team to understand minimum threshold requirements and frequency of updates.
  • Continuously evaluate resource allocation in alignment with agreed upon outages to identify potential conflicts and escalate to departmental managers as needed.
  • Assistance with transition to CFI's new Computerized Maintenance Management System (SAP). This will include creating and editing PM jobs, updating Entity information, and querying data for further analysis.
  • Evaluate equipment spare part lists for their inventory availability or prompt availability via vendor warehouses. When necessary, create inventory requisitions to have warehouse personnel inventory spare parts that are not readily available.

Scheduling Expectations

  • Create and maintain critical schedules include agreed upon level of WBS granularity, properly assigned linkage types, and sufficient resource loading so efficient scheduling of resources and outages can be allocated.
  • Facilitate schedule updates at agreed upon frequencies and maintain accurate logs of change drivers, issues and risks.
  • Develop and maintain an amicable working relationship with E&TS' various departmental personnel who have a stake in developing and maintaining accurate routine, non-routine and capital project work.

Project Management Expectations

  • Coordinate project requirement integration across the 4 E&TS departments (e.g. engineering, marine, I&E and Mechanical). Ensure E&TS resource allocation is aligned with plan and identify when adjustments are required to adequately mitigate resource overallocation to manage project expectations in a realistic manner.
    • Advise and coordinate execution of project tasks based on E&TS schedule updates.
    • Advise and coordinate resource allocation based on outage updates and changes to logistical outage requirements.
  • Assist with coordinating safe work execution encompassing large project events (e.g. LPST and UAN tank inspections or other major capital projects).
  • Assist with developing annual budgets and ensure execution adherence of the same.

Supervisory Relationships:

  • Position Reports To: Engineering and Technical Services Manager

Incumbent Attributes:

  • Bachelor of Science degree in engineering from an accredited university with two years of industry experience, or a construction management degree with two years of industry experience, or ten years of verifiable planning experience demonstrated in the chemical industry or a minimum of ten years operations experience and strong mechanical/instrumentation/electrical abilities.
  • Experience utilizing various Computerized Maintenance Management Systems and scheduling software applications. Computer proficiency in SAP, Oracle, Primavera, Microsoft Projects, Excel, and Word desired.
  • Ability to read and interpret engineering drawings.
  • Knowledge of the storage of product systems and loading of marine, rail, and truck systems is desired.
  • Management experience preferred; proven ability to justify additional headcount and expand team sensibly.
