Job Description

This position performs routine engineering field and design work for public works projects and programs and supervises small to medium-sized projects.

Hiring Range: $58,639 - $79,163 DOQ
Schedule: Monday - Friday, 8am - 4:30pm; Occasional nights/weekends

Essential Job Functions The job functions listed herein are neither exclusive nor exhaustive but are intended to be illustrative of the types of tasks the employee will most likely be expected to perform on a regular basis. The employee may be asked to perform different or additional tasks than the ones listed here, as the needs of the employer and/or the requirements of the position change.

  • Performs preliminary planning and design services for various Public Works projects including but not limited to storm sewer, flood mitigation, sanitary sewer and roadways under the guidance of senior engineers including making computations and estimates.
  • Manages construction and post-construction activities in conjunction with senior engineers.
  • Investigates flood prone areas and prepares design plans for drainage solutions.
  • Reviews and comments on private development plans including ensuring compliance with state and local requirements.
  • Locates City utilities for Digger's Hotline as needed.
  • May perform survey work including but not limited to topographic surveys, construction staking, as-builts and acting as a crew leader
  • Perform acceptance testing and inspections of sanitary and storm sewers.
  • Works with engineering technicians and surveyors to accomplish engineering tasks related to design and construction of public infrastructure.
  • Prepares and maintains required records and reports including the assisting in preparing the City's annual municipal storm water permit (MS4).
  • Oversees the construction of Public Works infrastructure projects including but not limited to new and reconstructed streets and new or rehabilitated underground utilities (sanitary sewer, storm sewer, streetlights and traffic signals) being performed under City contracts or private development.
  • Designs and drafts Public Works projects in AutoCAD Civil 3D and/or assists engineering technicians with drafting as needed.

Graduation from an accredited college or university with a degree in Civil Engineering, and an Engineer in Training Certificate (EIT) from the State of Wisconsin required or able to obtain in 1 year., plus 1 -2 years of experience in engineering work; or any equivalent combination of training and experience which provides the following knowledge, ability and skills:

Knowledge of

  • The practices, modern methods and techniques as applied to civil engineering work in a municipal setting.
  • Office and field work related to the preparation of plans, charts, reports and construction of engineering projects.
  • Construction and maintenance laws, codes, department rules, regulations and policies.
  • The use of standard office equipment, including computers and relevant software programs.
  • Occupational hazards and the methods and techniques used to avoid or minimize risks.
Ability to
  • Understand and follow instructions and manage projects with specified objectives.
  • Use engineering field, office and laboratory test equipment.
  • Oversee and direct the work of engineering co-op students, technicians and assistants.
  • Use computer design software, drafting tools and surveying equipment.
  • Perform heavy physical tasks under varying weather conditions.
  • Establish and maintain effective working relationships with officials, department heads, coworkers and the general public.
Skill in
  • Oral and written communications.
  • The application of modern civil engineering techniques and methods to solve operating problems.
  • Preparing clear, comprehensive, and concise technical reports and evaluations of engineering problems.
  • The use of specialized equipment and technology.
Necessary Special Requirements
  • Engineer in Training Certificate;
  • Valid driver's license
