Introduction:

The Engineering Department is under the direction of the City Engineer. The office is responsible for engineering and management of the City's network of streets, sidewalks, traffic signals, streetlights and other public infrastructure. The Engineering Department also oversees the operation of the Parking System and Mass Transit System.

Position Purpose:

Performs graduate civil engineering work related to municipal public works projects.

Essential Duties

Essential Duties:

  • Serves as a field engineer in directing the activities of survey parties engaged in complex survey work for preliminary and final location of precise lines, grades, and materials for public works construction projects, to include all phases of survey work necessary for construction; performs complex surveys and prepares legal descriptions.
  • Serves as a design engineer directing the activities of technicians and aides in preparing plans for public works projects.
  • Conducts and analyses traffic studies for one-way streets, parking restrictions, traffic controls and other signing.
  • Supervises the inspection of construction projects.
  • Under general direction, writes and assembles specifications and prepares cost estimates for construction projects; prepares written reports.
  • Serves as a design engineer and performs complex drafting, computational and design duties and reports in preparation of plans and specifications.
  • Investigates complaint problems, performs studies and prepares reports of findings with recommended solutions.
  • Maintains a consistent and reliable attendance record.
  • Performs related work as assigned.

Conditions of Employment:

  • Occasional exposure to environment factors such as toxic agents and machinery may pose a minor risk of injury.

Qualifications

Minimum Qualifications:

  • Bachelor of Science degree in Civil Engineering from an accredited college or university.
  • Valid Wisconsin motor vehicle operator's license or ability to obtain within six months.

Knowledge, Skills, and Abilities:

  • Knowledge of the principles and practices of civil engineering, drafting (manual and computer assisted) and design as related to municipal public works activities.
  • Knowledge of the methods, materials and tools of street, sewer, transportation, and other public works construction.
  • Knowledge of the principles and practices of land surveying.
  • Knowledge of the theory, practice and limitations of traffic control devices.
  • Knowledge of the use and operation of personal computer equipment, MS-DOS, MS-Windows, CADD (Computer Aided Drafting & Design) software and techniques and GIS (Geographic Information Systems) software and principles.
  • Ability to make independent investigations of engineering problems in connection with design work.
  • Skill in the use of surveying and drafting instruments; skill in making engineering computations, estimates, and designs.
  • Skill in oral communication and technical writing.
Supplemental Information

Physical Demands of the Position:

  • Ability to coordinate eyes, hands, feet and limbs in performing semi-skilled movements such as drafting and surveying.
  • Ability to exert moderate physical effort in sedentary to light work, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, crawling, lifting, carrying, pushing and pulling.

Equipment Used:

Use of telephone, copy machine, computer equipment, surveying equipment, drafting equipment, calculators, communication equipment and light duty vehicles.
