Summary of Job Duties:The Arkansas Center for Health Improvement (ACHI) is a health policy organization that is administratively housed within the University of Arkansas for Medical Sciences. ACHI has served as a major contributor and trusted health policy leader in statewide efforts to improve the health of Arkansans and to drive innovation and efficiency for the state's healthcare delivery system. ACHI's mission is to be a catalyst for improving the health of Arkansans through evidence-based research, public issue advocacy, and collaborative program development.

The Director of Research Analytics will lead the Arkansas Center for Health Improvement's research and analytic efforts and serve on the Senior Leadership Team to support the organization's mission, vision, and values through transformation of health data into information for decision-makers to effect change.Qualifications:

Minimum Qualifications:

  • Master's Degree plus 5 years' experience in developing complex health policy-related analyses and/or reports or PhD plus 3 years' experience in developing complex health policy-related analyses and/or reports

  • Methodological expertise in research design and statistical applications

  • Demonstrated skills in SAS statistical programming including descriptive analysis and modeling.

  • SQL programming capabilities

  • Large database extraction and manipulation

  • Healthcare claims experience including in depth knowledge of ICD-9/ICD-10 Procedures and Diagnoses codes, CPT, HCPCS, DRG/MS-DRG, NDC, Type of Service, Place of Service and other codes commonly utilized in health care data sets

Preferred Qualifications:

  • PhD or equivalent ten (10) years' experience in health sciences research or similar area advanced problem-solving skills.

  • 5 years' experience in management and leading projects with a supervisory role

  • Certificates in SAS, data science, or equivalent continuing education

  • Evidence of peer-reviewed publications

  • Evidence of competitive extramural funding

  • Experience in R statistical programming and /or Python analytic language.

  • Knowledge of and experience with analytic programming software and experience interpreting analytic output

  • Knowledge of and experience with data visualization software such as Tableau or Power BI

  • Knowledge of ArcGIS or other geographical coding programs


Additional Information:

Responsibilities:

The position will require the ability to apply rigorous analytic thinking and scientific direction regarding the use of quantitative data from various sources to generate empiric information in support of the mission. Primary job duties include:

  • Development of research goals and hypotheses to support policy positions and priorities.

  • Leadership and management of a skilled team of analysts.

  • Oversight and execution of analytic and research activities of the organization.

  • Build and maintain relationships with external research partners including academic institutions, think tanks, and other research organizations.

  • Pursuit of extramural funding opportunities congruent organizational needs and priorities including philanthropic, federal, and private sector sources.

  • Dissemination of analytic and research findings through internal support of the Communications and Policy teams and external placement in professional meetings and peer-reviewed manuscripts.

  • Establish standard operating procedures for continuous review and development of quality improvement plans for ACHI research and analytic efforts.

Supervise Research and Analyses

  • Identify potential data sources, conduct appropriate research design, oversee statistical analyses, and provide interpretation of results to support grant, contract, and Center funded initiatives.

  • Oversee and direct analytic team in application of appropriate methodologic and statistical applications to transform raw health and healthcare data into information (e.g., in the form of formal written reports or ad hoc tables and figures) for dissemination to end-users.

  • Prioritize projects and work with Assistant Director of Analytics, Assistant Director of Research, and project management team to ensure project milestones are met and final products (e.g., reports, publications) are delivered in a timely manner.

  • Work with ACHI leadership team and directly with external stakeholders and funders to determine scope of work for projects, including drafting budgets, scope of work language, iterative updates to partners, completion of status reports of projects, and other administrative and management functions.

  • Monitor internal and external technical developments and staff resources to explore options to improve analytic efficiency and output (e.g. Standardization of programming and validation methods, automation of analytic processes, improved data linkages, vetting and testing of new data programming and visualization tools)

Stakeholder Engagement

  • Build and maintain relationships with health services research collaborators at the local (e.g., UAMS), state (e.g., University of Arkansas, ), and national (e.g, Agency for Healthcare Research and Quality, University of Washington's Institute for Health Metrics and Evaluation)

  • Represent ACHI through appropriate membership on national committees, participation in national study panels, and presentations at professional meetings;

  • Support the data-users group of the Arkansas Healthcare Transparency Initiative through consultation with participants on research design, methodologic and statistical approaches;

Translation and Dissemination of Results

  • Oversee and direct analysts to interpret and determine the best way to present findings at a level befitting the report sponsors and/or stakeholder audience.

  • Draft component report sections for contractual reports, stakeholder presentations, and academic publications and presentations.

  • Work with senior leadership, policy team, and communications team to finalize reports.

  • Present reports and analytic output in various formats to key stakeholders in various settings (e.g., External contract partners, state agency leadership, academic conference presentations, advisory committees, and for other partner organizations)

Collaboration

  • Lead in actively seeking and responding to local and national funding opportunities to support ACHI's mission, and work closely with ACHI leadership to identify priority areas for strategic engagement with potential funders.

  • Serve as bridge between other ACHI teams; sharing information and strategies about projects and programs to improve the effectiveness and productivity of all teams.

  • Work with ACHI resources to develop optimal research and analytic strategies for synthesizing available data to support policy and stakeholder informational needs in a timely manner.

  • Provide leadership and mentoring of staff.

May perform other duties as assigned.

In addition, The Director will be responsible for and supervise the research and analytic teams, including an Assistant Director of Analytics, and seven Senior and Intermediate Analysts. Along with academic collaborators, the Director will also represent the organization with presentations at state and national venues. The position reports to the President and CEO of ACHI and the Executive Director of ACHI.
