SITUATION IN ORGANIZATION
The HESQ (Health, Environmental, Safety & Quality) Plant Leader reports directly to North Kansas City (NKC) Plant Operations Manager

JOB DIMENSIONS
This job is part of the NKC leadership team. This role exists to lead Health, Environmental, Safety, and Quality (HESQ) compliance, implementation, and continuous improvement programs in support of the site. The position reports directly to the Plant Operations Manager in NKC but also receives guidance from the HSEQ groups in the Coating Solutions (CSP) Business Unit in Cary, NC and in Arkema Inc. headquarters in King of Prussia, PA. The position will also have leadership responsibilities for the Arkema Integrated Management Systems (AIMS) coordination at NKC.

KEY ACTIVITIES AND RESPONSIBILITIES
Health, Safety, and Environmental Responsibilities (70%)
  • Serve as primary contact for all safety, health, and environmental issues impacting the NKC plant.
  • Ensure the safety of site personnel through compliance with occupational safety and health regulations, and maintain the attitude that all accidents are preventable.
  • Develop and coordinate onsite programs to ensure compliance with all regulatory and permitting requirements related to Industrial Health, Occupational Safety, Environment and Process Safety Management (PSM)
  • including those listed in the OSHA standards table 1910.19 –1910.1000, 49CFR, and 29CFR; including OSHA 300 Log
  • Consult with HESQ Leaders within Arkema (both Corporate and Business Unit) to obtain clear interpretations of site-specific regulatory process, regulations, laws, associated procedures and implementation strategies including internal management and quality systems.
  • Responsible for independently preparing required reports (quarterly and annual regulatory reports) and other environmental and safety reports for on-time submission
  • Responsible to maintain interaction with government agencies and ensure permits and license are up to date
  • Responsible for generating and reporting chemical inventory, emission (air-water-waste) metrics and other HSE data to Corporate Arkema for internal reporting requirement (i.e. REED report)
  • Perform routine, internal environmental audits, RCRA inspections, safety inspections to ensure ongoing compliance with local, state, and federal rules and regulations, as well as internal Arkema HESQ policies
  • Recognizes and analyzes HES risks present in the work environment and assists the Site Leadership Team in the development of programs, procedures and /or work processes to mitigate those risks.
  • Facilitate continuous improvement of HESQ programs to ensure compliance with all regulatory and permitting requirements
  • Lead or participate in Root Cause or missed compliance investigations involving any/all HSE matters at the NKC site and support development and completion of related corrective actions.
  • Coordinate third-party contractor efforts related to Industrial Health monitoring and reporting at the site with support from other Coating Solutions and Arkema Inc resources.
  • Coordinate all hazardous and non-hazardous waste handling and disposal for NKC and maintain associated documentation requirements
  • Supports (PHA) Process Hazard Analysis and (MOC) Management of Change review teams as PSM Coordinator for Site. Participate in all MOC, PHA, PSSR meetings
  • Utilizes the MOC and Implementation Work Process to effectively deliver the regulatory guidance, required documentation, and training to the appropriate groups, including contractors.
  • Maintain all safety, environmental records to ensure compliance with HES requirements and effective implementation of the various work processes, global HES and data management systems
  • Site emergency response coordinator
  • Leads the Health & Safety Behavior Base Safety Committee – coaching individuals on the program, providing feedback to employees and leadership and reviewing BBS audits to ensure quality.
  • Leads the Safe Start Program enforcing knowledge with practical techniques to improve safety on a daily basis.
  • Prepare HES training materials and conducts employee training as appropriate, including contractor orientation.
  • Analyze site HES training needs to develop new training programs or modify and improve existing programs.
  • Employee Case Manager for work-related first-aid cases / injuries
  • Maintain Job Demand Forms and PPE Assessment documentation
  • Participates in the Safe Work Permit program
  • ISO 45001 coordinator for the NKC site
  • Any other duties as assigned
AIMS (Arkema Integrated Management System) Coordinator and Quality Responsibilities (30%)
  • Acts as the site’s AIMS Coordinator – provides general support for all 10 elements of the management system
  • Responsible for managing HESQ policies and components included in AIMS Elements 3, 4, 5, 8 and 9
  • Manages ISO 9001 (quality) / ISO45001 (safety) and other relevant management systems
  • Ensures Plant Operating Discipline procedures and guidelines meet quality requirements. In most cases will perform the role of Operating Discipline Section / Element Owner for the Quality Section
  • Assist business unit to support AIMS Audit requirements and serve as primary contact for Business Quality Auditing Programs
  • All other duties as assigned

CONTEXT AND ENVIRONMENT
  • The NKC site operates 24/7. The HESQ Plant Leader is a member of a field-based, site team, and may need to be available on call or in person for urgent matters.
  • Maintain a high level of communication from the Business on all HES related matters.
  • Comply with the rules of the specific location to which one is assigned as well as the rules set by the business unit (BU) and Arkema Inc.
  • Supports the site HES policy and complies with all regulatory and internal requirements
  • Participates in HES activities provided by site management and Arkema Inc. (e.g., Behavioral Base Safety, SafeStart, etc.)
  • Supports and promotes the reporting of all health, safety, environmental, near-miss, accident or injury incidents

REQUIRED EDUCATION/QUALIFICATIONS /WORK EXPERIENCE
  • Minimum high school diploma or equivalent, with at least 7 years’ work experience in Health & Safety/environmental processes and compliance in the chemical manufacturing industry required
  • Or a Bachelor’s Degree in relevant field of study (e.g. Environmental Health & Safety, Occupational Safety, Industrial Hygiene), with at least 3 years’ work experience in Health & Safety/environmental processes and compliance in the chemical manufacturing industry preferred
  • Strong working knowledge of local, state, and federal environmental, health & safety regulations; process safety management of hazardous chemicals; hazardous waste operations and emergency response, and chemical accident prevention
  • Strong working knowledge and proficiencies with computers and systems, including Microsoft office suite
  • Highly motivated team player able to work at a fast pace
