Job Description
This position is located at the Clement J. Zablocki Medical Center in Milwaukee, WI. The incumbent functions as an Engineering Technician in the Facility Management Division. The purpose of the Engineering Technician position is to serve as staff specialist and agency project/program management for Non-Reoccurring Maintenance (NRM) construction projects during design and construction. Planning and direction of functions require application of a high degree of technical ability to make difficult determinations or find solutions in plumbing, water, civil, mechanical, electrical and architectural technical disciplines.

Major Duties:

  • Determines basic requirements, reconnaissance, location, and assists designers in the preparation of designs, specifications and construction estimates for Non-Reoccurring Maintenance (NRM) Construction Projects.
  • Evaluates programs and projects to assure compliance with all environmental, energy use, safety and security standards.
  • Participates in the negotiation pre-selection, and actively manages the design A-E contracts.
  • Provides technical oversight and/or project management for construction or maintenance efforts.
  • Performs scheduling and layout of operations, and inspection and surveillance of materials, methods, and equipment used in construction.
  • Prepares detailed cost estimates for use in obtaining project funding and bid evaluation using standard procedures.
  • Consults with contractor personnel to resolve unforeseen problems and latent conditions developing during construction.
  • Prepares correspondence, technical reports, estimates, fact sheets, status reports, briefings and schedules as required to complete project assignments.
  • Oversees, directs, or administers the development, production, and/or maintenance of materials, components, equipment, or other systems or sub-systems.
Work Schedule: Full-time, Monday-Friday 7 AM-3:30 PM, may be required to be present to provide off-hours support for utility outages, maintenance and projects support, etc. This is not a virtual position and telework is not available.

You may qualify based on your experience and/or education as described below:

SPECIALIZED EXPERIENCE: Possess one (1) full year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized Experience for this position includes, but is not limited to: extensive knowledge of construction standards, methods, practices and techniques, materials, and equipment to determine compliance with regulations and standards; knowledge of general industrial and/or construction processes, methods, practices, techniques, materials, equipment to determine compliance with environmental regulations and standards; knowledge environmental principles (EPA), practices, procedures, laws, regulations and current legislative issues; knowledge of cost and economic analyses principles, techniques, and practices; reviewing designs to ensure they fit field conditions and comply with contract requirements (drawings and specifications) and plan and execute complex, multi-faceted projects; knowledge of VA acquisition and life cycle management policies, procedures, and practices; planning, present, and execute budgets; analyzing budget impacts on programs; and forecasting long-term funding requirements. Examples of qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as:
  • Planner and estimator who analyzed designs for production purposes.
  • Instrument maker or model maker who performed design or development work on devices fabricated.

EDUCATION
: You must have successfully completed at least two (2) years and six (6) months of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree with major study in an appropriate field of engineering, construction, or industrial technology, or a closely related discipline. (Transcripts Required)

You must have equivalent combinations of successfully completed graduate level education and experience as described above. (Transcripts Required) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

NoteA full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is a combination of sedentary and requiring physical effort and exertion such as e.g., walking, standing, carrying light items such as manuals or briefcases, or driving or traveling by motor vehicle, but also long of standing, bending, and stooping to observe and study work operations in a health facility project construction areas, confined spaces, mechanical equipment rooms, and other spaces that are noisy, dirty and close quarters, reoccurring lifting of light to moderate heavy items weighing less than 50 pounds and regular visits to construction sites and mechanical rooms.
