Job Description
Under the general direction of the Director, Facilities, Planning, Sustainability and Construction, assists in the planning, development and management of new and existing physical facilities; manages new construction, remodeling, renovations, and professional staff in accordance with construction documents. Acts as department head in the Director's absence.  Work is generally diversified requiring judgment, analysis and decision making according to established practices, procedures and building codes. Ensures that compliance with state and federal regulations and engineering and construction codes are followed. 

Characteristic Duties and Responsibilities:
  • Supervises and manages the coordination of all capital construction projects in accordance with all state, federal and local codes and policies.
  • Provides general oversight and review resources for all aspects of capital projects, including project budget and schedule, general construction, and plumbing, HVAC, electrical, data, controls, building automation, security, fire protection, fire alarms, ADA, AV systems and building code interpretations while ensuring site staging and campus-specific requirements are met.
  • Manages and monitors campus projects and budgets, assuring project goals are met and are consistent with initial project definition and campus plans, goals, and aesthetics
  • Performs cursory project reviews of budgets, plans, specifications, approvals at all stages of the project
  • Oversees PM staff and construction site coordination and communication between contractors, architects, engineers, construction managers, commissioning agent, state fire marshal and other required agencies and campus constituents
  • Develop and implement standards and procedures and ensure management of all projects in accordance with applicable State Statutes and the WTCS Finance and Administration Manual.
  •  Performs other related duties as required for the efficient operations of the division.
Qualifications:
Requires a Bachelor's degree in Architecture, Engineering, Construction or related field (Master's degree is preferred); plus five (5) to seven (7) years of progressive, relevant and responsible management experience in construction administration management for a broad variety of projects; plus three (3) years of supervision (prefer nine (9) or more years of relevant experience); Registered Architect or Engineer with the State of Wisconsin is preferred; or any equivalent combination of experience and training or provide the following knowledge, skills, and abilities: 
• Thorough knowledge of building construction, maintenance, and repair and the systems and materials used therein.
• Thorough knowledge of practices, methods, materials and equipment in general use in construction work.
• Thorough knowledge of building, safety, and related codes, ordinances, and regulations.
• Thorough knowledge of and ability to read and interpret drawings and specifications.
• Knowledge of building systems - HVAC, electrical, plumbing, mechanical and the interrelation of building systems.
• Strong understanding of construction terms, scheduling and planning.
• Strong knowledge of capital construction procedures, experience in program management, demonstrated leadership of construction projects.
• Knowledge of budgets; cost estimating; and projections.
• Strong verbal, written, analytical, and persuasive skills and the ability to interact effectively with all levels of employees and management.
• Ability to utilize applicable project management software and Microsoft Office including excel and word.
• Ability to produce both preliminary and detailed construction cost estimates with emphasis upon renovation/remodeling projects.
• Thorough knowledge of project management techniques.
• Ability to self-organize, prioritize, and schedule work assignments.
• Ability to work in a fast-paced environment.

Supervisory Responsibilities:
Supervises a moderate sized staff.
