Responsibilities The Clement J. Zablocki VA Medical Center is recruiting for a Mental Health Co-Division Manager (Psychiatry Chief). The Mental Health Co-Division Manager (Psychiatry Chief) is a critical leadership position responsible for overseeing Mental Health operations at the Clement J. Zablocki VA Medical Center (ZVAMC) in Milwaukee, WI. ZVAMC is a tertiary care facility providing advanced medical care to a diverse population of Veterans. ZVAMC is affiliated with the Medical College of Wisconsin (MCW), and as such, integrates teaching, research, and advanced patient care into its organizational mission. The facility offers a full spectrum of comprehensive health care services, using state-of-the-art technology and innovative programs to deliver patient-centered care. This position reports to the Chief of Staff at the ZVAMC. The duties and responsibilities are carried throughout the healthcare system including all clinical programs and initiatives related to the Division. The incumbent is responsible for defining the mission and vision of the Division, designing the Mental Health Division operational plan, and assuring implementation of quality improvement measures. The position has responsibility for general supervision of clinical and training programs, and overall technical and administrative oversight for operations within the service. The Co-Division Manager will directly oversee the interprofessional teams organized around program lines, including but not limited to outpatient Mental Health clinics and inpatient services, Mental Health Residential Rehabilitation Treatment Program (MHRRTP), Suicide Prevention, Primary Care-Mental Health Integration (PCMHI), Psychosocial Rehabilitation and Recovery Center (PRRC), Post-Traumatic Stress Disorder (PTSD), Substance Use Disorder (SUD), Mental Health Intensive Case Management (MHICM), Transitional and Supportive Employment Services (TSES) and Homeless Programs. The incumbent works closely with the ZVAMC and its associated clinics (Green Bay, Appleton, Cleveland and Union Grove). The Co-Division Manager shares responsibility for all professional, non-professional, and administrative personnel in the Mental Health Division, reporting through supervisory personnel to the Co-Division Manager. The incumbent plans, coordinates, and directs comprehensive, interdisciplinary, and compassionate primary and specialty psychiatric and extended care, ensuring a smooth continuum of care for all eligible Veterans. Work Schedule: Full Time, Day Shift 8:00 am - 4:30 pm Financial Disclosure Report: Not required Requirements Conditions of Employment Qualifications Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Completion of residency training, or its equivalent, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. Board Certification in Psychiatry. Proficiency in spoken and written English. Physical requirements outlined below. Preferred Experience: A qualified candidate will be a seasoned mental health supervisor/leader who demonstrates extensive and progressive leadership experience, both as a clinician and a supervisor. The candidate will possess the ability to promote innovation, inspire organizational excellence, build teams, and coach clinical leaders as they work toward common goals. The incumbent will call upon experience in health care operations and planning to implement and promote efficient patient flow and timely access within the Mental Health Division. The Co-Division Manager will need to have exceptional interpersonal skills. The candidate must have the ability to meet VA established performance measure goals and possess a thorough knowledge of the standards of Veterans Health Administration and other accrediting bodies. The ideal candidate will possess the ability to promote innovation and lean management, bring leadership experience in enhancing telehealth services and be able to lead others and inspire organizational excellence. The candidate must be Board Certified in Psychiatry and eligible to receive a clinical appointment at ZVAMC's major affiliate, the Medical College of Wisconsin (MCW), including fulfillment of a Vice Chair position in MCW's Department of Psychiatry and Behavioral Medicine. The preferred experience includes a minimum of 10 years' experience in a mental health setting with 5 years of Psychiatry leadership/management experience. Physical Requirements: Walking, bending, stooping, and some lifting in the direct care of patients. There may also be extended periods of sitting.
