Job Description
PURPOSE AND SCOPE:
The Director of Paratransit is responsible for the planning, oversight and implementation of effective paratransit structures, policies, procedures and operating practices that provide an optimum paratransit program service in a cost effective, safe and expedient manner.
 
 RESPONSIBILITIES:
The Director of Paratransit has direct responsibility for the functioning of the MCTS Paratransit Program, Transit Plus.  Responsibilities include the development and oversight of policies, procedures and operating practices that comply with federal ADA paratransit regulations. Oversight is also extended to all contracted transportation providers involved in Transit Plus service including periodic review of adherence to federal laws and State and County requirements.  In addition, the Director oversees the implementation, coordination and progress of all Mobility Management activities funded by Section 5310 federal grants, including annual grant writing to support this program.
 
ORGANIZATION STRUCTURE:
The Director of Paratransit Services reports to the Chief Administrative Officer.  The Contract Compliance Auditor, Community Relations Liaison, Eligibility Assessment staff, and Mobility Managers report to the Director of Paratransit Services.
 
ESSENTIAL FUNCTIONS:
  • Conduct regular oversight of Paratransit contractor performance.  Ensure contractor adherence to contract provisions including productivity and performance standards.
  • Ensure the provision of a consistent and safe level of service to paratransit customers.
  • Manage and direct the Transit Plus administrative functions.  Evaluate and monitor paratransit staff and performance for effective use of time and talents.
  • Oversee the assessment division in the provision of functional assessments of potential Transit Plus clients. Serve as first step appeal review. Prepare and coordinate appeal hearings.
  • In coordination with MCTS fiscal staff, ensure appropriate administration of fare policies.
  • Review client complaint and commendation trends, identify and evaluate underlying problems and causes, and make recommendations for modifications of procedures and/or policies as needed.
  • Provide public awareness of paratransit program including regularly meeting with outside groups and organizations that serve the disabled in the community.
  • In collaboration with MCTS Transportation Department, promote alternate forms of public transportation to eligible Transit Plus clients, including travel training for use of MCTS buses.  Promote collaborative efforts to train persons with disabilities to use the bus in order to increase independence in the community and help facilities with limited funding control transportation costs.
  • Oversee the Mobility Management team to ensure adherence to goals set forth in annual grant award.  Monitor performance of Mobility Coordinators, Travel Trainers and any contracted personnel on a continuing basis.
  • Manage the Reduced-Fare program for fixed route transportation.
  • Evaluate program structure and make recommendations including changes in policies and procedures that will have a positive impact both fiscally and from a service standpoint.
  • Promote collaboration between staff and the provider community, advocacy groups, clients and other disability disciplines to work together to solve problems for mutual benefit.
 
QUALIFICATIONS:
  •   Bachelor’s degree in business or public administration, urban planning or related field.
  •   Minimum 5 - 7 years progressive management experience (transit management is preferred), general contract administration (transit contract administration is preferred) and administration of service programs for individuals with disabilities including planning and addressing transportation accessibility issues.
           OR
  • In Lieu of the degree requirement, we will consider 15+ years of progressive management experience, including proven success with minimum of 5 years at a director-level, including oversight of people, programs and processes. 
Additional requirements include:
  • Knowledge of accessibility issues and trends as it relates to that of the overall disabled populations (knowledge of transportation related accessibility issues is strongly preferred). 
  • Knowledge of regulatory compliance such as applicable statutes, rules and laws regarding accessible paratransit services, ADA, budget preparation and service needs of transportation requirements of individuals with disabilities.
  • Excellent analytical ability and presentation skills.
  • Excellent written and verbal communication skills.
 
MENTAL/PHYSICAL REQUIREMENTS:
Must have the ability to effectively provide both oral and written communications requiring good verbal expression, satisfactory hearing and eyesight clarity sufficient to read.
