GovHR USA was founded by Heidi Voorhees and Joellen Cademartori to serve as a vehicle for excellence in public service, through recruitment and selection, human resources and management consulting, and temporary staffing services for local governments across the United States. Throughout their careers, Voorhees and Cademartori have strongly believed in the importance of local innovation, cost effectiveness, and responsiveness for local government. To further these goals, local government leaders must recruit, attract and retain talented employees who are dedicated to the highest standards of public service. Both Voorhees and Cademartori have served and excelled in local government leadership positions, working closely with elected officials, employees, residents, businesses and related stakeholders to enhance the quality of life in the communities they have serve.

Voorhees spent 19 years working in local government, which included ten years as the Village Manager for Wilmette, Illinois. Cademartori previously served for 24 years in city and county government leadership positions in Massachusetts, North Carolina and in Illinois at her final government position for the City of Evanston.

Responding to Increasing Demands of Local Government

Voorhees began her local government consulting career with the highly respected executive recruiting firm, the PAR Group, and struck out on her own in 2009 to establish Voorhees Associates. During this time, the two women met and quickly realized they shared a passion for excellence in local government, and a strong desire to further that goal.

Due to their extensive local government backgrounds, Voorhees and Cademartori observed the need for flexible staffing models for local government – and responded to this need by creating GovTempsUSA in 2011. This subsidiary of GovHR USA has become a highly successful national staffing resource that provides local government leaders with a range of short and long-term staffing solutions.

In 2014, the women merged the consulting practices and established GovHR USA. Today, GovHR USA is the parent company that includes executive recruitment, human resources and management consulting, and professional development. GovTempsUSA Is also under this umbrella as a staffing agency specific to the needs of local government. GovHR USA and GovTempsUSA are certified woman owned businesses in the State of Illinois.

Supporting Women in Local Government

Both Voorhees and Cademartori are devoted to increasing the representation of women and minorities at all levels of local government and actively support local government organizations dedicated to this cause. Voorhees and Cademartori are frequent speakers on a variety of topics, including recruitment, staffing, workplace dynamics, and employee development and training, at conferences throughout the country.
