The State of Wisconsin Investment Board was created under section 15.76 of the statutes. The Board's duties as manager of the State's trust funds are provided in chapter 25 of the statutes. As specified by Wisconsin law, overall policy for the Investment Board is established by an independent, nine-member Board of Trustees. Trustees meet monthly to discuss investment policies, performance and other matters. SWIB manages the investments of the Wisconsin Retirement System, the State Investment Fund (SIF), which offers short-term investments for state and local governments, and five other state funds invested according to their objectives. The Board's mission is to provide prudent and cost-effective management of funds held in trust by the State. This is achieved with solid investment returns, consistent with the purpose and risk profile of each fund.
