Position classification

Hybrid -- Job duties and expectations allow for onsite and remote work scheduled every week. Employees in this classification are regularly scheduled onsite one (1) to four (4) days per week based on the County needs and as determined by Department Director. Hybrid classified roles can be onsite more than the set minimum based on employee preference.

What Success Looks Like In This Job

Leads, administers, and manages the programs for the Adams County Human Services Department Children and Family Services division, including Assessment, Ongoing/Permanency, Client Services (foster care/placement programs, contracts, Core and child welfare services, and Chafee), and Prevention.  Provides program oversight; budget management; leadership of program managers; program development; legislative, regulatory, and policy review, analysis, and implementation; personnel management; community resource development; contract oversight and development; and strategic planning and goal development/attainment. Works in close collaboration with the Children and Family Services Deputy Director to identify strengths/gaps in program practices and provides leadership to identify emerging practices and systemic changes to improve programming and practice.     

Examples of Duties for Success

  • Works closely with the Children and Family Services Deputy Director to provide overall leadership for the division.  This includes program, practice, and workforce oversight, development, and support; budget management; allocation of resources; establishment, monitoring, and support of division outcomes; supporting strategic planning and change management; and collaborative work with the Deputy Director and other department leadership to lead the organization in the achievement of its goals and vision to build a culture of excellence.
  • Works with program (assessment, ongoing/permanency, client services, and prevention) managers and leaders in planning and developing goals, objectives, projects, and approaches to delivery of programs and services for the children, youth, families, and providers served by the Children and Family Services division.  
  • Develops and administers division programs with federal, state, and/or county direction. This involves program design, fiscal affairs, policy development, procedure development, implementation, review, and accountability.
  • When delegated or in the Deputy Director’s absence, represents the division in working with government and private sector leaders regarding service delivery and the integration and collaboration in the provision of child welfare services. Leaders include judges, law enforcement leaders, school system administrators, agency CEO's, state human services managers, and other county child welfare directors.
  • Responsible for day-to-day division program functions (assessment, ongoing/permanency, client services, and prevention) and program performance as measured by state and county standards.
  • Responsible for review, development, and implementation of programmatic (assessment, ongoing/permanency, client services, and prevention) policies/protocols/practice guidelines in response to new legislation or regulation (state memos), best practice, and/or department/division vision and direction. 
  • Assists in the development of strategic plans/priorities in conjunction with Deputy Director, the Children and Family Services Leadership Team, and other departmental leadership.
  • Consults with the Children and Family Services Deputy Director and members of the Children and Family Services Leadership Team on a variety of management issues and solutions.
  • Manages personnel for programs (assessment, ongoing/permanency, client services, and prevention) including recruitment and selection, performance management, professional development and support, supervision, direction, rewards and recognition, and morale enhancement.
  • Reviews and analyzes programmatic work (assessment, ongoing/permanency, client services, and prevention) of the Children and Family Services Division to assess performance, develop proper reporting of services provided, and provide recommendations for changes to improve performance, processes, and deliverables.
  • In collaboration with the Children and Family Services Deputy Director, ensures appropriate involvement and responses in and with the community, media, and other entities such that the Division and Department and its many programs are understood and presented appropriately and accurately.
  • Provides exceptional customer service to all that are impacted by or work with the Division’s programs and services. This includes responsiveness, timeliness, accuracy, courtesy, professionalism, and high standards.

Qualifications for Success

  • Knowledge of program administration and management experience in a large human services organization.
  • Knowledge of management theories, techniques, and processes, and ability to manage, lead, guide, and direct personnel.
  • Ability to develop, analyze, and administer multiple large projects at one time.
  • Ability to provide effective leadership and work with others, including the ability to manage employee relations such as identifying issues, problems, and performance deficiencies and design effective corrective action strategies with managers and team members.
  • Knowledge of human service practices and programs and child welfare practices, including federal and state laws, regulations, procedures and requirements regarding the health and welfare of children/youth.
  • Knowledge of behavioral health issues and services, substance abuse, and family violence in the context of child welfare practice, as well as health care, environmental dangers, and other factors which influence the health and welfare of children and families.
  • Skilled in leadership and management to create effective organizational structures, excellent practice outcomes, consistent practice and application of policy and procedures, and efficient processes.
  • Ability to analyze, properly identify, and strategically solve problems using critical thinking and analytical skills.
  • Ability to communicate clearly and concisely, both orally and in writing.
  • Knowledge of and ability to utilize state, county, and agency management information systems.
  • Ability to establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.

More Qualifications for Success

Experience: Six (6) years of progressively responsible experience in administration, management, project development, clinical administration, program management, or program evaluation, including at least 2 years in high level supervisory/leadership roles. 

Education and Training

  • Bachelor's degree in administration, management, social work, human services or related field.  
  • A Master's degree in Human Services, Public Administration, or related field is preferred.
  • Master’s degree may substitute for 2 years’ Professional Experience
License or Certificate: 
  • Child Welfare Supervisor Certification required
  • Valid Colorado Driver's License and Proof of vehicle insurance

Background Check: Must pass a criminal (CBI) background check.
