Job Description
Department: Department of Administration Compensation Range: $67,101- $98,212/yr Closing Date: April 21, 2021 @ 5:59pm CST Milwaukee County Procurement Division Overview: The Procurement Division is empowered by Chapter 32 of the Milwaukee County Ordinances to purchase or contract for supplies, materials, equipment and contractual services needed by County departments, agencies and institutions. This authority does not include public works programs, repairs or alterations to buildings, structures, or leases of County-owned real estate and appurtenances which are administered by the Department of Public Works. Job Summary: Under the direction of the Milwaukee County's Director of Procurement, the Contracts Manager position is charged with leading and managing all aspects of Procure to Pay process for assigned departments, inclusive of planning, training, development, negotiation, implementation and oversight of formation ofcontracts and non-property leases. Objective to ensure county wide use of best in class contracting methodology, acquisition and universal compliance with statutes. Essential Duties and Responsibilities: 1. Operational Management -Aid in developing a consolidated and standardized countywide contracts program that achieves greater operational efficiency and lowers cost. Development of and hands on management of RFP solicitation, evaluation, review and award process. Hands on e-Procurement contract management. 2. Strategic Development -Developing long and short-term goals, objectives and solutions for a large and diverse organization, managing the training and development of overall professional development of county personnel in best practices, ethics and compliance. 3. Training and Contract Lead - Providing guidance and technical training regarding various contract strategies, regulatory strategies and resource planning; managing/directing, developing and evaluating complex transactions and acting as a lead in the response to disputes and protests. 4. Contract Monitoring - Providing county-wide contract development and monitoring, including but not limited to non-compliance/non-performance, renewals and rebids. 5. Process and Procedures - Conducting management studies on contract activities to develop and implement procedural changes, new methods, or automated systems as appropriate to increase, efficiency and cost effectiveness (value); and making recommendations. 6. Compliance - Assist in ensuring compliance with applicable local, state and federal regulations in procurement and contracting activities. 7. Record Management and Retention - Develop a methodology and maintaining master files on all contacting agencies. 8. Workflow Compliance - Facilitating risk management, corporation counsel, comptroller functions, CBDP participation, and ordinance compliance and functions related to acquisition and contracting. 9. Other duties as assigned. Minimum Qualifications Minimum Education & Years of Experience Required: * Possession of a valid Wisconsin driver's license required at time of application and maintained during incumbency. * Possession of a master's degree in business administration, public administration or possession of a juris doctorate from an accredited school * One year or less of professional experience in legal, contracting, supply chain, procurement or the competitive awards process. * Advance knowledge of all related computer and software applications such as word processing and spreadsheets. * Ability to achieve a Certified Professional Public Buyer (CPPB) or equivalent within three (3) years .
