Budget and Management Analyst - SENIOR LEVEL Posting Date: 04/15/2021 Department: DAS - Office of Performance Strategy and Budget Compensation Range: $63,690 - $86,844 Annually Closing Date: Wednesday, May 5th, 2021 @ 5:59 PM, CST or earlier upon receipt of the first 50 application submissions Position Summary:Under the direction of the Operating Budget Manager, the Senior Budget and Management Analyst will serve as an experienced senior professional budget, management, and fiscal policy analyst. This position will carry out analysis and recommendations on several major departmental budgets, complex public policy, fiscal and/or management analysis studies, and budget administration. Also responsible for analyzing current and past budget and financial data to ensure fiscal goals and objectives are met. Position Duties and Responsibilities: Independently reviews and make field investigations of several assigned departmental budgets. Interviews department and division heads in relation to budgetary requests. Attends budget hearings (Executive & Legislative) on assigned budgets and assist with clarifying and supporting recommendations of the office. Conducts public presentations on complex policy and fiscal issues to elected officials, stakeholders, and the public. Prepares summarizations, comparative data, budget analysis sheets, proposed budget write-ups, and related duties in conjunction with budget preparation and review. Reviews current year departmental and non-departmental financial performance to identify significant variances.Prepares county wide budget summarizations as assigned. Analyzes, evaluates, and makes recommendations on the assigned budgets and other fiscal, management and productivity assignments in terms of their relationship to and impact on the public policies of the County. Formulates and recommends alternatives to budget requests and other fiscal, management and productivity proposals. Conducts or assists in managing operational studies wherein consideration is given to work methods (including desirability of data processing), equipment, supplies and personnel to assure that County practices are effective and economical. Analyzes fund transfer requests, equipment variance requests, Contingency Fund requests, various other funding requests which take place during the budget year after the budget has been adopted, determines conclusions and recommendations on each. Must be flexible and willing to assist or coordinate in several areas (legislative, administrative, purchasing, accounting, fiscal, collections, vendor relations, etc.). Performs all other duties as assigned. Minimum Qualifications Minimum Education Experience Required: Currently authorized to work in the United States;willingand able to relocate to Wisconsin within six months of date of hire Valid driver's License and access to a reliable insured vehicle; both maintained throughout employment. Able to obtain Wisconsin drivers license within six months of hire date. Bachelor's Degree or higher in Finance, Business, Accounting, Public Administration, Public Policy, Management or in a closely related field is required, master's degree preferred. Equivalent combination of education and experience will be considered. Proficient at utilizing Microsoft Office Suite software (Proficient, comfortable with all programs) and data collection, analysis, and general use of office equipment At least three (3) years of recent experience working in a Budget and/or Policy Analysis role Familiar with or experience in public or private sector fiscal, budget, and policy analysis Knowledge, Skills, and Abilities: Requires adaptability, a strong work ethic, and attention to detail. Knowledge of fiscal and budget analysis; oral and communication skills; problem solving skills; mathematical skills; personal computer skills; decision making skills; ability to work independently; and ability to work effectively and harmoniously with executive, County Board, and the public.
