Job Description
Milwaukee School of Engineering (MSOE) invites applications for a full-time Director of Financial Aid to join our Financial Aid department.  The Director is responsible for setting the strategic direction and leadership of managing the effective development and delivery of programs and services to students and families who apply for or receive financial assistance.  The Director will provide leadership, accountability, and daily management of the Financial Aid Office.  Create and maintain an attitude of quality customer service to students, families, faculty, staff, and others.  Maintain regulatory compliance and protect the integrity of the financial aid services of the university.

The Director will provide direction for the daily operational functions.  Coordinate efforts to assure best practices and regulations are followed for all students receiving financial aid.  Oversee financial aid staff to build efficiencies and scalability for financial aid functions and services provided to students.  Monitor budgets, provides financial aid related advisement, and establishes procedures and policies in compliance with current federal, state, and institutional guidelines. 

Essential Duties and Responsibilities
  • Supervise and coordinate the efforts and initiatives of the financial aid office and its staff to provide information and answers to questions relating to financial assistance to prospective and current students and their families. 
  • Develop, implement, and revise policies and procedures to ensure compliance with federal and state regulations and college polices related to financial aid and scholarships. 
  • Coordinate and manage all financial aid programs, ensuring compliance with federal and state regulations, policies, and procedures. 
  • Monitor, approve, and/or revise all financial aid packaging for all qualified applicants in accordance with federal, state, institutional, and other policies and procedures. 
  • Oversee the Satisfactory Academic Progress (SAP) and Return of Title IV Funds processes.  Oversee the coordination of student loan processing between students, federal government, and the institution. 
  • Administer the appeals process related to SAP and Professional Judgements.  Notify students of the appeal outcomes and counsel students of available options. 
  • Develop, modify, implement and maintain the application intake and tracking process for proper documentation of all awards for audit trails.  Maintain fund control records in accordance with funding level limitations. 
  • Coordinate the internal reconciliation process working with both Student Accounts and the Accounting Office. 
  • Coordinate financial aid operations with other appropriate university offices including Admissions, Registration, and the Wellness Center.   
  • Develop, design, revise, and update all publications (website, catalog, and other media) relating to financial aid, such as forms and brochures. 
  • Counsel and advise students and parents regarding financial needs and problems, and recommend financial aid opportunities, academic progress, eligibility, and procedures. 
  • Determine the amount of aid that is to be awarded to students considering such factors as funds available, extend of demand, and needs of students. 
  • Authorizes the release of funds to students and prepares required records and reports. 
  • Participates in the development and maintenance of financial aid policies and procedures as required by funding agencies and the university. 
  • Review, maintain, and evaluate the budget for the financial aid functional area and assist with the financial aid funding budget for the university.
  • Prepare and disseminate monthly, quarterly, and annual financial aid reports.
  • Assist with quarterly forecasting and communications distributed to the Board of Regents. 
  • Assist with the process for systematic review and evaluation of the financial aid functional area per the model adopted by the university. 
Other Duties and Responsibilities
  • Serve as university VA certifying official; coordinate and administer VA benefits and program. 
  • Complete various campus reports, surveys, and institutional research reports including but not limited to:  Program Participation Agreement, IPEDS, NCAA, FISAP, AITU, US News and World Report, and others as requested. 
  • Participate in campus activities including: Open Houses, Accepted Student Days, and other events as needed. 
  • May serve on campus and financial aid related committees: Tuition Variance Committee (others could include WASFAA, HEAB)
Qualifications
Education & Experience: Bachelor’s degree in business, public administration, social sciences, or a closely-related field and the ability to successfully demonstrate responsible experience. 6+ years of related experience, including staff supervision. Demonstrated and proactive leader who embraces change with innovation, courage, and resiliency. Experience with the creation and analysis of financial reports and reconciliations. Working knowledge of Title IV regulations and state financial aid policies and procedures. Proven strong analytical and business skills along with solid technical savvy. 

Knowledge & Abilities: Knowledge of federal, local, and state programs that provide assistance to students; possession of effective oral and written communications skills along with the ability to work with students of diverse cultural and economic backgrounds; demonstrated proficiency in management of financial aid need analysis, packaging and required revisions; ability to interpret regulations; demonstrated analytical, organizational, and supervisory skills; strong counseling skills; ability to gather, analyze, and provide data; consistently perform under the pressures of deadlines and other administrative demands; and work cooperatively with others. 
Software: Experience working with campus-based programs, Jenzabar and PowerFAIDS. 

Physical Demands
While performing the duties of this position, the employee is frequently required to sit, communication, and work directly on the computer.  The position requires mobility with minimal physical exertion.  Manual dexterity and coordination are required over 50% of the work period while operating equipment such as a computer, keyboard, mouse, and phone. 

Work Environment
Office Setting: Usual office working conditions apply.  Some evening and weekend work may be necessary to participate in campus-based programs such as Open House, Accepted Student Day, and/or Welcome Weekend. 
Supervisory Responsibility: Supervises 4 full-time employees.  Responsible for completing performance evaluations on staff and carries out other supervisory responsibilities in accordance with university policies.  Responsibilities include: interview, hire, and train employees; plan, assign, and direct work; reward and discipline employees; address complaints and resolve problems.
