Company OverviewZimmerman Consulting has been administering programs for Racine County for over 10 years. The programs vary from alternatives to incarcerations, AODA programs, juvenile detention center programs, an after school reporting center and Racine County jail employment programs.ATI-Alternative to Incarceration - provides pre-trial alternatives to adult offenders, who can be supervised or detained in a non-jail environment. Court Commissioners/Judges order offenders directly into the program as a condition of their bonds. ATI staff members monitor all program activities and report compliance level to the Courts through written reports. ATI monitors alcohol and drug use, community services, attendance to court ordered programs as stated in the bond condiditions. Courts may order an offender to wear an electronic monitoring unit. AODA Program - The Alcohol and Other Drug (AODA) program consists of 2 district components. The In-Jail component averages 30 days and the After-Care Components last for 9 months. Entry into the program occurs either through a referral from the Department of Corrections or as a self-referral. Courts may choose to make offenders eligible for AODA Program or may recommend it, but Courts do not order anyone directly into the program. Self-referrals have the potential to be released from jail early. Youth AODA Assessment Program - This program targets youth between the ages of 13 and 17 who are involved in the juvenile justice system and who are suspected of having AODA issues. The courts will order between 80 and 100 youth in to this program annually. Day Reporting Center-DRC - The DRC is a structured program for sentenced offenders, which allows eligible jail inmates to be placed into Home Detention either through judicial statutory authority or through the Sheriff's statutory authority. To ensure compliance, a community Compliance Deputy monitors inmates at home and at other activities. Juvenile Detention Center - The Alternatives to Corrections prosecution is for appropriate youth who would otherwise be ordered into Corrections. The Alternatives to Corrections through Education (ACE) program is located in the Racine County Juvenile Detention Center, but incorporate unique programming and learning experiences for its participants.
